Abstract
In North Korea, where food shortages persist, the grain distribution system plays a key role in food access, a core component of food security. Since 2020, the North Korean authority revised the Farm Law and the Grain Management Law and introduced “Grain Sales Centers” as a new distribution channel. The newly established Grain Sales Centers served to supplement the existing system— previously divided into selective rationing and market channels—by seeking to reintegrate farmers, manual workers, and clerical employees who had been excluded from the selective rationing system. This move reflects the state’s effort to reassert control over food access in terms of “food politics.” This study examines changes in food access for these groups since the 1990s food crisis and analyzes the implications of recent distribution policy reforms.
