Abstract

This study explores how arts and culture contribute to transforming relationships, rebuilding trust, and reconstructing collective identity in post-conflict societies. Peace is formed through processes in which communities collectively mourn and make meaning of shared experiences of suffering and loss. Art plays a mediating role by symbolically expressing such experiences and facilitating intergroup empathy and healing. Focusing on the European Union’s cultural policy and Colombia’s International Community Film Festival, this research analyzes how artistic practices accumulate “small peace” at the cognitive, affective, and social levels and how this expands toward structural peace. Drawing on Cynthia Cohen’s theory of reconciliation, the study examines how art enables mutual recognition, responsibility-taking, and collaborative creation as a foundation for relationship transformation in post-conflict communities. The case study demonstrates how ex-combatants, victims, and local residents participated as equal agents to share memories, reconfigure narratives, and transform spaces of violence into sites of reconciliation. These artistic practices offer concrete instances of healing divisions and reconstructing new collective identities, thereby forming the groundwork for peace-oriented communities and embodying a distinct layer of “small peace” beyond institutional discourse. Ultimately, this research shows that arts and culture can help build sustainable foundations for peace through the transformation of memory and relationships, and it suggests the practical potential of cultural initiatives and civic participation in fostering peace on the Korean Peninsula.
