남북통일의 과정과 통일 이후 한국사회에서 국민 간 신뢰 형성 및 한반도 사회 통합은 매우 중요한 부분이라는 인식 아래, 이 과정 중 예술이 기여할 수 있는 방안을 연구하였다. 통일한국사회를 준비하며 예술 중심의 신뢰형성전략 개발 및 실행방안에 대하여 학술적 논의를 진행하였다. 본 연구의 개념적 틀은 나이(Nye Jr.)의 소프트 파워(soft power), 오페(Offe)의 신뢰(trust), 위조미어스키(Wyszomirsk)의 예술의 공공목적 개념을 바탕으로 구성되었고, 이러한 개념적 틀을 토대로 어떻게 예술이, 특히 북한이탈주민의 예술활동이 남·북한 시민 간 상호이해와 신뢰를 형성하는 데에 기여할 수 있는 가에 대한 과정에 대해 살펴보았다. 본 연구는 정성연구방법으로 조사·연구하였으며, 근거이론 방법(grounded theory)을 통한 사례 연구(case studies) 및 자료 분석(document analysis)을 시행하였다. 역사적 배경, 정부기관 발간 보고서, 기존 학술연구 등 2차 자료를 분석하여 남·북한 시민 간의 문화적 차이를 이해하고자 하였다. 또한 현재 대한민국에서 활동하고 있는 탈북자 공연예술 단체를 관찰 및 면담조사 하였으며, 일반 공연 관람객과 공연관람경험이 있는 민주평화통일 위원회 상임위원들을 대상으로 설문 조사를 실시하였다. 취합된 인터뷰와 설문조사 자료는 각각 근거이론방법(grounded theory)과 t-검증(t-test)을 사용하여 분석하였다.
Abstract
Looking at the prospect of unification on the Korean peninsula, this research seeks to identify how engaging with the arts could stimulate trust building and social cohesion, while acknowledging social cohesion as an essential part of the unification process. The type of unification that this research takes on as a baseline is a peaceful, democratic way of unification. To date, most scholarly discussions regarding the Korean unification have dealt with political and economic aspects which can be regarded as institutional unification. However, precedent cases of unification exhibit that such institutional integration cannot solely create a truly unified society. Recognizing the importance of social cohesion in unification, this research adopts the idea that the arts can facilitate communications between the people holding different ideological and cultural values. In searching for a way to advance social cohesion through the arts, this study employs concepts related to ‘soft power,’ ‘trust,’ ‘nonprofit,’ ‘public purposes of the arts,’ and ‘triple-bottom line.’ Also, in this study, I use the term ‘culture’ only to indicate the arts and related notions. In this respect, this research focuses on arts-based policy strategy which employs the arts as a vehicle of trust building, regarding it as a crucial process of achieving social cohesion.
