평화문제와 문화영역에서의 실천연구: 유럽연합의 ‘문화 간 대화’ 정책을 중심으로

초록

본 연구는 평화문화 담론을 확장하는 데 있어 문화가 기여하는 바를 고찰한다. 레더라크(J.P. Lederach)의 평화개념과 갈등조정기제로서 문화의 연결지점을 분석하고, 유럽에서 평화논의가 문화영역에서 어떻게 구현되는지 담론과 정책사례로 살펴봄으로써 평화문화의 과제를 모색하고자 했다. 레더라크는 도덕적 상상력을 통해 갈등이 변한다는 것을 이해하고 갈등에 대해 즉각적이고 대립적 각을 세우는 것이 아니라 잠재된 갈등 집단들의 사회적 관계를 긍정적으로 재구성함으로써 평화세우기가 가능하다고 보았다. 유럽에서도 문화가 평화를 위한 가교역할을 실현하기 위해 평화문화를 제도화하고 있으며 새로운 관계 설정을 모색하고 있다. 유럽연합(EU)은 안나린드재단(ALF)의 ‘문화 간 대화’를 기반으로 하는 토론과 문화 프로그램을 통해 지중해 지역의 평화담론 확장 가능성을 시사했다. 불평등과 구조적 폭력에 대항하는 평화의 문화를 위해서는 비판을 넘어서는 인식의 전환을 필요로 한다. 문화 접근법은 상상력과 감정을 이입하여 특정 상황에서 합리적 판단을 유인하는 다양한 행위의 방안들로 구성되며 실제적 대안을 창의적으로 구현하고자 한다. 상호 존중을 바탕으로 하는 문화 간 소통은 자신과 타인의 관계를 성찰하고 공감과 비폭력의 윤리로 나타날 수 있으며, 대중적 차원에서 평화의 가치를 확산하며 민주주의 토대를 구축하는 기제로 작동할 수 있다. 그러나 문화 접근법을 통한 평화세우기는 위계관계에서의 일방적 소통이 아닌 모든 시민들이 주체적으로 발화할 때 평화의 지속성을 지니는 것으로 기본적인 경제적·사회적 조건들이 충족되고 시민발화의 자유가 전제되어야 한다.

Abstract

This study examines how culture contributes to expanding the discourse on the culture of peace. In doing so, this paper theoretically analyzes J. P. Lederach’s concept of peace and the points where culture acts as a mechanism for mediating conflict based on existing discourses and policies. Also, this study identifies the challenges and tasks of peace culture by examining how the peace discourse is reflected in European cultural sphere. Based on the understanding that conflicts could change through moral imagination Lederach believed peace-building could be achieved by positively reconstructing the social relationships among potential conflict groups rather than voicing immediate opposition over conflict issues. In Europe, efforts are bing made to institutionalize the culture of peace and reconstruct relationships so that culture could play a bridge to peace. The European Union(EU)’s debate education and cultural art programs based on the Anna Lindh Foundation’s ‘inter-cultural dialogue’ suggest expanding the Mediterranean region’s peace discourse. Fostering a culture of peace against inequality and structural violence requires a shift in perception that goes beyond the act of criticism. This cultural approach consists of various action plans that could induce rational judgement in specific situations by engaging imagination and emotions and stimulating awareness and sentiments to creatively carry out practical alternative solutions. Intercultural communication based on mutual respect could lead to self-reflection on the relationship between oneself and others and the cultivation of ethical values such as empathy and non-violence. At the civil society level, intercultural communi- cation could disseminate the value of peace and operate as a mechanism for building the foundation for democracy. However, peace-building through cultural approaches could only contribute to the continuity of peace when all citizens are given autonomous voices instead of unilateral communication in a hierarchical relationship. Also, it should be premised of the guarantee of primary economic and social conditions and the freedom of expression.
