Abstract

This study analyzes the institutionalization and implementation of the EU’s International Cultural Relations (ICR) strategy over the past decade. In 2016, the EU officially adopted a new approach to cultural engagement, shifting away from traditional, one-way cultural diplomacy towards a model based on mutuality, co-creation, and local embeddedness. Focusing on the evolution of the EUNIC network and its cluster structure, as well as the strategic frameworks (2020–2024 / 2025–2029), this paper examines the European Spaces of Culture (ESC) as a flagship initiative. ESC embodies the EU’s shift toward reciprocity-based cooperation, emphasizing horizontal partnerships, joint ownership, and alignment with the UN Sustainable Development Goals (SDGs). Rather than promoting European culture unilaterally, ESC experiments with localized, participatory models that foster trust and long-term collaboration. By drawing on the EU’s ICR experience, this paper highlights the strategic transformation of cultural diplomacy and offers policy implications for Korea, suggesting a turn toward relational, sustainable, and postcolonial-sensitive international cultural cooperation.
