Abstract
In the unique structural context of a divided nation, South Korea confronts the deepening of both internal ideological discord and enduring inter-Korean conflict. This research begins with the premise that traditional, legalistic methods of conflict resolution are fundamentally limited in their capacity to restore damaged relationships and build sustainable social integration. In response, this study conducts a multi-faceted analysis of the factors exacerbating conflict in Korea and systematically explores the viability of an alternative paradigm: restorative justice. This approach defines conflict as a rupture in relationships and prioritizes healing and reintegration. Its core tenets include repairing harm to victims, empowering primary stakeholders to collaboratively resolve issues, providing structural support for relational recovery, and promoting wide-ranging community involvement. This study specifically examines the Inter-Korean Family Reunion Project as a practical application of restorative justice, analyzing its potential to transcend the limitations of conventional legal approaches. The ultimate goal is to propose tangible strategies that contribute to relational healing and social cohesion across Korean society. The paper concludes by advocating for the necessity of a pluralistic and composite conflict management strategy that complements the pursuit of legal accountability with robust dialogue, negotiation, and the principles of restorative justice.
