협동조합의 회복력 강화 전략: 인증, 네트워크, 참여

초록

본 연구의 목적은 예상치 못한 사고에 대응하기 위한 생협의 회복력 강화 전략을 분석하는 것이다. 한국 생협은 친환경유기식품을 조합원들에게 공급하는 과정에서 생산자들에 의한 식품 사고를 겪었다. 생협은 다양한 방식으로 이런 사고에 대응하면서 회복력을 강화해왔다. 본 사례연구는 2000년대 초반 여러 차례 식품 혼입사고가 일어난 A생협이 사고를 해결해 온 과정을 분석했다. 분석 결과는 다음과 같다. 첫째, A생협은 제품 인증뿐 아니라 공급사슬 전 과정을 관리하는 유통인증제도를 도입한다. 둘째, 두 곳에 농공단지를 조성하여 지리적으로 분산되어 있던 생산공장을 결집시키는 방식으로 비즈니스 네트워크를 재구성한다. 셋째, 사고를 해결하는 과정에서 조합원들과 적극적으로 소통함으로써 조합원의 지지와 참여를 이끌어낸다. 본 연구는 협동조합이 사고에 대응하면서 회복력을 강화하는 과정을 분석하여 협동조합의 회복력에 관한 연구에 기여하려 했다. 특히 조합원 참여 정도가 약한 생협에서 사고를 해결하는 과정에 주목했다. 경영진들이 단독으로 문제를 해결하는 것이 아니라 조합원과 위원회를 구성하여 함께 문제해결 방법을 찾는다. 조합원들은 공통의 이해를 형성하며 경제적 참여를 통해 회복력 향상에 기여한다. A생협은 식품 혼입 사고에 대한 대응 과정에서 새로운 제도를 생성하며, 조합원 참여에 기반해 회복력을 강화한다.

Abstract

This study analyzes strategies for building resilience of co-operatives coping against unexpected negative events. Korean consumer co-operatives have experienced food incidents caused by primary or secondary producers supplying eco-friendly food. This article analyses the process of resolving a number of food adulteration incidents in the early 2000s. Firstly, the cooperative introduced a distribution certification system that managed the entire supply chain. Secondly, the business network was reorganized by creating agricultural industrial zones in two regions and moving the production plants to these zones. Thirdly, the co-operative actively involved its members in the process of resolving the accident to gain their support and participation. This research aims to contribute to resilience research by analyzing the process by which co-operatives strengthen their resilience. In particular, it focuses on the process of resolving accidents in a consumer cooperative, which discloses those incidents to its members rather than letting management solve the problem alone. They established committees with members to find solutions together. Members developed a common understanding and contributed economic participation. Co-operative A’s response to the food contamination incident was a resilience-building process based on member participation while creating new institutions.
