협동조합 먹거리체계의 지속가능성과 회복력: 한살림 협동조합을 중심으로

초록

신자유주의 세계먹거리체계가 먹거리 지속가능성을 위협하는 먹거리 위험을 증대시키고 있다. 이 과정에서 정부와 기업이 먹거리 재난의 피해와 책임을 위험 취약층인 생산자 농민과 개인에게 전가시키는 먹거리 위험의 개인화 또는 불평등 문제가 제기된다. 이 연구는 먹거리 지속가능성과 먹거리 위험의 개인화 문제를 회복력이라는 문제틀을 중심으로 새롭게 접근한다. 본 연구의 목적은 협동조합 먹거리체계의 회복력이 어떻게 생산자 농민과 먹거리체계를 회복시키고 지속가능하게 하는지를 분석하는 것이다. 지속가능성을 어떻게 확보할 것인가라는 문제제기, 즉 먹거리 지속가능성의 현실적 조건을 회복력 분석틀을 통해 경험적으로 규명하는 것이다. 이를 정부와 기업이 아닌 사회적경제 조직인 협동조합 먹거리체계의 회복력을 중심으로 밝혀보고자 했다. 먼저, 선행연구와 이론적 검토를 통해 다양성, 소통성, 신뢰와 협력, 평등성 4가지 회복력 요인을 분석틀로 제시하였다. 이를 2017년 발생한 살충제 DDT 계란 파동 사건에 적용하여, 피해 당사자인 농민과 한살림 협동조합이 먹거리 재난에 대응하며 회복력을 수행하는 과정을 경험적으로 분석했다. 분석결과, 한살림 협동조합은 1) 먹거리체계의 분권화된 네트워크 구조의 다양성, 2) 신속한 정보공유와 민주적 의사결정, 3) 소비자와 생산자의 신뢰와 협력, 4) 이들의 평등한 권력 관계와 생산자 존중 노력이라는 회복력을 수행하여 생산자 농민과 협동조합 먹거리체계의 지속가능성을 확보할 수 있었다는 사실을 발견하였다. 먹거리 위험의 책임을 개인화하는 기업과 정부와 다르게, 협동조합 먹거리체계는 위험을 공유하는 공동체적 위험 관리를 통해 회복력을 발휘한다는 점을 알 수 있었다. 생산자와 소비자의 평등성과 민주적 소통을 포함한 회복력을 기반으로 먹거리 위험에 대한 대응을 공공적이고 공동체적으로 전환시키는 대안먹거리운동과 먹거리시민 정치의 필요성이 제기된다.

Abstract

The neoliberal global food system is increasing food risks that threaten food sustainability. This raises the issue of individualization and inequality of food risks, which governments and corporations pass on the damages and responsibilities of food disasters to farmer and individuals who are vulnerable. This study takes a new approach to the problem of food sustainability and individualization of food risks with a focus on resilience. The purpose of this study is to analyze how the resilience of the cooperative food system can restore and sustain the peasant producer and the food system. It is also empirically to identify the question of how to secure sustainability, that is, the real condition of food sustainability through the resilience analysis framework. For this purpose, this article especially focused on the resilience of the cooperative food system, a social economy organization, not a government or a corporation. By reviewing the precedent researches, four factors of resilience, diversity, communication, trust and cooperation, and equality, were presented as an analysis framework. Applying this to the insecticide DDT contaminated egg food disaster in 2017, this study empirically analyzed how the farmer and the Hansalim cooperative perform resilience in response to food disasters. As a result, it was found that Hansalim cooperatives were able to secure the resilience of the producer and cooperative food system by performing following four factors: 1) diversity of the decentralized network structure of the food system, 2) rapid information sharing and democratic decision making, 3) consumer and producer trust and cooperation, 4) their equal power relations and respect for producers. Unlike corporations and governments that individualize the responsibility for food risks, the cooperative food system was found to be resilient in a community-based, risk sharing manner. There is a need for alternative food movements and food civil politics that transform public and community responses to food risks based on resilience, including equality and democratic communication between producers and consumers.
