협동조합간 협동의 실천과정:두레생협의 공정무역 사례연구

본 연구는 생협들이 반대해 오던 실천을 도입하고, 이를 국내외 협동조합간 협동으로 이끌어낸 두레생협의 사례를 분석한다. 1980년대 이후 한국 생협들은 ‘국내’ 친환경유기식품의 생산을 촉진하고, 조합원들에게 안전한 식품을 공급할 수 있도록 제도화해 나갔다. 그래서 생협들은 공정무역제품이라도 수입품이기에 이를 취급하는 것을 반대해왔다. 그럼에도 불구하고, 두레생협은 조합원들의 요구를 수렴하여 2004년부터 공정무역을 실천하기 시작했고, 2017년에 두레생협연합회의 공정무역 업무를 전담해온 자회사, 에이피넷을 한살림소비자생활협동조합연합회, 행복중심생협연합회, 한국대학생활협동조합연합회가 공동출자한 다중이해관계자협동조합으로 전환하였다. 본 연구는 2004년부터 두레생협이 어떠한 실천을 통해서 공정무역을 제도로 만들어 왔는지를 분석했고, 그 결과는 다음과 같다. 첫째, 정체성을 만드는 실천을 했다. 두레생협은 기존 생협들이 형성해 왔던 정체성과 공정무역 실천을 유사하게 인지하도록 함으로써 공정무역 실천의 정당성을 확보하려 했다. 둘째, 네트워킹을 강화하는 실천을 했다. 국내외 다양한 행위자들과 네트워크를 형성하면서 실천을 강화해 왔으며, 조합원들의 참여를 촉진하여 공정무역 실천에 대한 지지를 확보하려 했다. 셋째, 자산을 공유하는 실천을 했다. 두레생협은 자회사를 국내 다른 생협들이 함께 하는 협동조합 법인으로 전환하면서 그동안 축적한 자원을 다른 생협들과 공유했다. 본 연구의 결론은 제도를 생성하기 위해서 협동조합간 협동을 실천한다는 것이다.
Abstract
This study analyzed the case of the Dure Consumer Cooperative as it introduced a new practice that was opposed by Korea’s consumer cooperatives. But this new practice has subsequently increased cooperation among cooperatives both locally and globally. Since the 1980s, Korea’s consumer cooperatives have promoted both the domestic production of organic foods and providing safe foods to their members. Consumer cooperatives have been reluctant to import foods, even Fair Trade ones. Nonetheless, in 2004, at the direction of its members, the Dure Cooperative began practicing Fair Trade. Then, in 2017, Dure transformed its subsidiary dedicated to Fair Trade into a multi-stakeholder cooperative financed by Korea’s major consumer cooperatives, including Hansalim, Happycoop, and Univcoop. The present study analyzed Dure’s institutional practices since 2004. The results of the analysis show that Dure has focused on ‘identity work’ and on making Fair Trade practices legitimate. In addition, Dure has strengthened the network so that Dure’s networking practices have promoted the participation of various actors locally and globally. Finally, Dure has shared its assets. As it transformed its subsidiary into a cooperative with Korea’s consumer cooperatives, it shared its resources with others. In conclusion, Dure practiced cooperation among cooperatives for the purpose of creating institutions.
