협동조합의 제도변화는 어떻게 일어나는가? 아이쿱생협의 공정무역 사례

초록

한국 생협은 국내 생산 친환경 유기농 식품을 소비자 조합원에게 판매하는 사업모형을 기반으로 제도화되었다. 그래서 한국 생협이 수입 공정무역 식품을 판매하는 것은 기존 생협 제도와 긴장을 일으키는 새로운 실천이었다. 본 연구의 목적은 한국 생협이 공정무역 실천(practice)을 도입하고 확장하는 과정을 분석하는 것이다. 분석 결과, 생협은 공정무역을 실천하면서 정체성, 루틴화, 네트워크, 성찰이라는 네 가지 제도실천행동(institutional work)을 보여주었다. 즉, 생협의 사업부서, 연합회, 회원 생협, 활동가들이 실천하는 다양한 제도실천행동을 통해 공정무역이 수용되고 확장되어왔다. 하지만 기존 생협 제도와 부합하지 않기 때문에 공정무역 실천은 생협의 핵심 사업이 아닌 부차적 사업이 되었다. 본 연구는 조직이 기존 제도와 충돌하는 새로운 실천을 도입할 때, 다양한 행위자들이 제도실천행동을 실행해야만 새로운 실천이 조직과 조직필드에서 수용되고 확장될 수 있음을 보여주었다. 본 연구의 실천적 시사점은 협동조합에서 제도변화가 일어나기 위해서는 사업부서와 연합회뿐 아니라 회원 생협과 활동가 등 다양한 행위자들의 실천이 동반되어야 한다는 점이다. 그리고 이론적 시사점은 제도는 고정된 것이 아니라, 행위자들의 의도와 노력이 담긴 제도실천행동을 통해 변화될 수 있다는 점이다.

Abstract

This study analyzes how cooperatives introduce and expand new practices that conflict with existing institutions. Consumer cooperatives in Korea have institutionalized the consumption of eco-friendly organic food produced in Korea through solidarity with domestic producers. Therefore, handling imported fair trade food in the organizational field of consumer cooperatives was a new practice that caused tension with the existing institution. This study analyzed the kind of institutional work iCOOP consumer cooperative has been doing to introduce and expand process trade that conflicts with the existing institution. This case revealed four types of institutional work in the iCOOP consumer cooperative: identity, routinizing, network, and reflection. Fair Trade has been accepted and expanded through various types of institutional work containing the intentions and efforts of consumer cooperative business units, federations, member cooperatives, and activists. However, due to the conflict with the existing institution, the Fair Trade practice was formed as a secondary practice, not a core practice of consumer cooperatives. This study shows that when introducing a practice that conflicts with existing institutions, it can only work in organizational and organizational fields if the institutional work of various actors accompanies it. In particular, this suggests that for the institutional change of cooperatives, which are businesses and associations, various actors such as member cooperatives and activists as well as business parts and associations must be accompanied. This study contributed to understanding organizational fields and changes by showing that it was not fixed but could be changed through various types of institutional work containing the intentions and efforts of the actors.
