1879년에 남아메리카에서 발발한 태평양 전쟁(WarofthePacific)은 볼리비아, 칠레, 페루가 광물자원 영유권을 두고 벌인 전쟁이다. 이 전쟁의 패전국 볼리비아는 태평양 연안 영토를 칠레에 빼앗김으로써 내륙 국가가 되었으며, 페루 역시 수도까지 함락당하는 등의 수모를 겪은 후 칠레에 일부 영토를 빼앗겼다. 현재 칠레 영토의 1/3에 해당하는 칠레 북부의 이 지역은 막대한 경제적 이익을 주는 리튬, 구리 광산 등 자원의 보고이다. 전쟁이 끝난 지 130년이 되었지만, 볼리비아와 페루는 평화협정으로 설정된 현재의 국경선은 전쟁 이후 승전국에게 유리한 불공정한 협정의 결과이므로 칠레에 지속적인 재협상 요구를 해왔고,칠레가 이를 거부하자 국제사법재판소에 칠레를 각각 제소한 상황이다. 본 논문은 볼리비아, 칠레, 페루 사이에 벌어진 태평양 전쟁에 대해 역사적으로 조명하고, 전쟁 후 획정된 국경선을 둘러싼 최근의 갈등에 대해 분석하였다. 현재 진행되고 있는 남미 삼국의 국제사법재판소 재판은 영토분쟁에 있는 국가들, 특히 한국과 일본 사이에 벌어지고 있는 독도 영유권 분쟁과 배타적 경제수역 경계획정 등의 사안에도 중요한 본보기가 될 것이고, 상당한 영향을 미칠 것이므로 태평양 연안을 둘러싼 삼국의 갈등 관계의 역사와 갈등을 중심으로 분석적으로 고찰한다.
Abstract
This article aims at analyzing the conflict among Bolivia, Chile, and Peru regarding the Pacific coast and territory. For this purpose, we describe the history of War of the Pacific, and argue the postwar conflict regarding the border demarcation among three countries. This ongoing trial of the ICJ would be an example and a significant impact to countries in a territorial dispute, especially Japan and South Korea. War of the Pacific broke out in 1879 among Bolivia, Chile and Peru, to gain the mineral resource in Bolivian territory. After the war, Bolivia, the country defeated, ceded pacific coast land to Chile, and became a landlocked country. Peru also lose southern territory to Chile. This region sharing one third of Chilean territory these days is the vast treasure trove of natural resources and the economic benefits. For Bolivia, this region is the exit to the Pacific Ocean. Even now, 130 years after the war, Bolivia and Peru are demanding renegotiation to chile to change the current borders among three countries. Because the current borders are the result of the unfair agreement after the war. As Chile refused renegotiation, Bolivia and Peru filed a complaint against Chile to the International Court of Justice.
