베트남 파병정책 결정요인의 재논의 - 구성주의 이론을 중심으로 -

본 연구는 한국의 베트남 파병과정의 변이성과 결정요인에 대한 보다 체계적인설명을 제공하는데 목적이 있다.이러한 연구목적을 수행하기 위해 본 연구는구성주의 이론을 적용해 한국의 베트남 파병과정을 과정추적방법으로 분석했다. 연구결과 한국의 파병 결정과정의 변이성과 다양한 결정요인의 등장은 구성주의이론이 주장하듯이 한국의 정체성의 변화에서 비롯되었음이 확인되었다.특히파병 결정요인은 처음부터 주어져 있었던 것이 아니었다.‘안보 취약국’인 한국은‘안보 제공국’인 미국과의 한미동맹을 강화시켜 한국의 ‘물리적 생존’을 보장받기 위해 베트남 파병을 추진했던 것이다.즉 자유세계의 일원이라는 집단정체성구성으로 ‘생존’을 확보하기 위해 한국은 미국과의 공동운명과 상호의존성을증대시킬 수 있는 베트남 파병을 결정했던 것이다. 그러나 역할정체성의 변화는 한국의 파병행태도 변화시켰다.3,4차 파병과정에서 한국의 조건부 파병과 같은 행태도 베트남전쟁 전개과정에서 변화된 한국군의 역할정체성에서 비롯되었다.즉 한국군 파병에 대한 미국의 필요성 증대와한국군의 ‘활약’에 근거한 인식의 변화가 ‘보호 대상국’이었던 한국의 정체성을‘지원국’으로 변화시키면서 한국이 선호하는 바를 보다 강하게 요구하게 되었던것이다.특히 베트남 철군과정에서의 한미간 불협화음도 한미간 상호정체성의충돌에서 비롯되었다.이는 베트남전쟁에서의 한국군의 성과를 감안해 ‘보조국’이 아닌 ‘동업자’의 정체성을 추구해 나갔던 한국은 전쟁과정에서 ‘타협적 초강대국’의 정체성을 형성해가고 있던 미국의 일방적 철군을 수용하기 어려웠던결과인 것이다. 본 연구가 주장한대로 한국의 베트남 파병은 ‘안보 취약국’의 정체성을 가진한국이 ‘안보 제공국’인 미국으로부터 ‘물리적 생존’을 보장받기 위해 전개되었지만 상호작용에 따른 역할정체성의 변화가 3차 파병 이후의 한국의 조건부파병입장과 철군과정에서의 미국과 다른 행태를 보이게 한 요인으로 작용하였다.
Abstract
This study is to provide a systemic analysis that explains both variation of decision making processes for dispatching Korean troops to Vietnam and determinants that made the decision. To implement the research purpose, this study analyzed the processes of dispatch Korean troops to Vietnam by a constructivist approach. The result of the research confirmed that both the variation of decision making processes for dispatch Korean troops and advent of the diverse determinants of dispatch decision stemmed from changes of Korean identity as this study argues. Especially, as constructivism argues, the decision for dispatch Korean troops was not given exogenously but made endogenously by interactions between the U.S. and Korea. Korea decided to send its troops to Vietnam because Korea, identified as a 'vulnerable state for security' pursued guarantee of Korea's 'physical survival' by consolidating Korea-U.S. alliance. That is, to make sure its security by constructing a collective identity with the U.S., Korea sent its troops to Vietnam to foster interdependence and common fate with the U.S. that could contribute to building a collective identity. However, change of Korea's role identity also changed behavior of Korean government for dispatch its troops to Vietnam. Korea's unexpected behavior like conditional dispatching during the third and the fourth dispatch was made by changes of Korea's role identity. The desperate need for the U.S. to have Korean troops to Vietnam and change of the American perception about Korean troops changed Korea's role identity from 'a subject state of protection' to 'a sponsoring state'. In that context, Korea could argue its preferences in exchange of dispatching troops. Especially, the disputes between Korea and the U.S. during the processes of withdraw troops were made also by confrontation of each other's identity. Korea believed that it deserved to have 'partner' role identity because it played significant role during the Vietnam war. But since the U.S. still had perceived Korea not as 'partner state' but "lower state", it had not considered preferences of the Korean government. The conflicting view about each other's identity made Korea hard to accept the U.S.'s unilateral decision of withdraw troops. Thus, as this study argues, it is confirmed that Korea which was 'a vulnerable state for security' had attempted to guarantee its security by building strong alliance with the U.S. through dispatch Korean troops to Vietnam. But it is also identified that changes of role identity resulted from interactions between the two states made Korea to adopt tough stance for its preferences in the dispatch negotiations with the U.S. for the third dispatch and the fourth dispatch troops.
