이 논문의 목적은 미국의 베트남에 대한 군사적 개입 배경과 한국군의 참전 과정과 국내외적 변수를 분석해봄으로써 긴장완화(데탕트) 시기 한반도 안보환경 변화와 한미동맹의 위기관리와 재조정에 미친 영향을 고찰해봄에 있다. 1960년대 초반부터 1970년 중반까지 한미관계는 한국군의 베트남 파병과 북한의 위협, 한미동맹의 위기관리(crisis management)와 재조정이 가장 중요한 이슈였다. 1960년대 초 집권한 존슨 대통령은 베트남전쟁에 대한 군사적 개입을 점차 확대했다. 1964년 5월 미국은 국제적 정당성을 호소하면서 ‘보다 많은 국기 프로그램(More Flags Program)’라는 외교정책을 표방하고, 우방국들에게 참전을 요청했다. 이런 한미 양국의 파병 교섭과정에서 한국은 경제적 이익과 미국의 안보공약 강화와 주한미군의 지속적인 주둔 확보 등 안전보장 측면이 중요하게 고려됐다. 베트남 정책에 대한 미국의 변화는 베트남 패망과 ‘닉슨독트린’ 이후, ‘한국 안보의 한국화(Koreanization of Korea Security)’에도 적용됐다. 미국은 동북아시아에서 긴장완화(데탕트)를 유도했지만, 주한미군 감축 과정에서 정치군사적 협력안보와 한반도 위기관리 측면에서 한미동맹의 재조정은 불가피했다. 결과적으로 베트남 파병은 미국의 한국에 대한 안보공약 강화와 군사지원 확대 등 북한의 무력도발과 같은 위기시 동맹 관리에 대한 중요성을 재인식하는 계기로 작용했다.
Abstract
The purpose of this article is to assess the way in which the period of detente influenced the readjustment of the ROK-U.S. Alliance. In doing so, the process of U.S. military intervention in Vietnam, Korean participation in the war, and other international and domestic factors will be analyzed. Since the early 1960s until the mid-1970s, the most important issues in the ROK-U.S. relations have been the Korean dispatch to Vietnam, the threats of North Korea, and the crisis management capability of the Alliance. In May 1964, the U.S. started a new “More Flags Program” which asked for more participation in the war from ally countries, and endeavored to justify the cause of the belligerence. In doing so, a strengthened U.S. commitment to the security of Korea, troop stationing, and economic benefits were important bargaining considerations. A shift in the U.S. stance caused a big change in the ROK-U.S. Alliance, and also affected other international policies regarding Vietnam and the so-called “Koreanization of Korean Security.” The U.S. called for a detente in the Northeast Asia, but the process of disarmament and troops withdrawal from Korea made it inevitable for the two countries to re-control their diplomatic relations. Ultimately, the troops dispatch to Vietnam alerted the importance of crisis management in the Alliance and made a positive impact on strengthening the cooperative capabilities of the two countries, in the face of the armed provocations of North Korea.
