이 논문은 한국군의 베트남 참전이 지닌 다양한 의미와 성과들을 분석적 접근을 통하여 다면적으로 재평가하였다. 먼저 베트남전쟁의 본질을 바라보기 위하여 전쟁이론 일반으로부터 접근하였으며, 파병을 통해 얻고자 하였던 성과를 체계적으로 분류하기 위해 전략이론과 국가안보체계의 분석틀을 사용하였다. 베트남 참전을 통해 얻은 성과는 상위의 국가이익 수준과 하위의 군사전략 이하 수준으로 분석할 수 있다. 국가이익 차원에서 한국은 베트남 참전을 계기로 미국으로부터 굳건한 안보지원을 유지할 수 있었으며, 이를 바탕으로 군 현대화를 이룩할 수 있었다. 참전 기간 동안 창출된 경제적 효과는 산업화의 동력이 되었으며, 이후 경제 부흥의 기틀이 되었다. 군사전략 수준에서는 독립된 작전지휘권을 획득하여 고유한 작전개념으로 적과 싸울 수 있었다. 창의적 교리와 전장에서의 적용은 수많은 전과로 효용성을 입증했으며, 한국군의 우수성과 용맹성을 세계적으로 알리는 계기가 되었다. 베트남 참전은 최초 공산주의 이념으로부터 자유 우방의 수호라는 명분하에 이루어졌지만, 파병 진행과정에서는 정책결정자들의 치밀한 국익 계산이 있었다. 여기에 한국군의 창의적인 군사전략이 바탕이 되어 장병들의 피와 땀으로 일구어낸, 한국 현대사의 빛나는 성과라고 평가할 수 있을 것이다.
Abstract
This paper reassesses the various meanings and outcomes of the Republic of Korea's military involvement in the Vietnam War in a multifaceted manner through an analytic approach. First, the paper approaches the issue from a general war theory to look at the nature of the Vietnam War itself, and uses the analytic frameworks of the strategic theory and national security system to systematically classify the outcomes intended to gain from the deployment of armed forces to Vietnam. Results gained from participating in the Vietnam War can be chiefly analyzed into two standards: national interests and military strategy. In the case of national interests, the Republic of Korea was able to maintain firm security support from the United States following its participation in the war, and ultimately could achieve modernization of the military. Economic effects created during the involvement in the Vietnam War became the driving force for industrialization, and provided the foundations for the revival of the South Korean economy. Regarding the aspects concerning military strategies, the Republic of Korea Armed Forces could fight the enemy through its unique operational concepts by attaining independent operational command authority. Creative doctrines and the application of these in battlefields led to numerous military successes, thus demonstrating their utility. Moreover, this was an opportunity for the Republic of Korea Armed Forces to show its excellence and valor on the world stage. Although the decision to send military support to Vietnam was initially founded on the pretext to safeguard a liberal ally from communist ideology, the actual reason behind the process was to benefit the South Korean national interests - a brainchild of the nation's policy-makers. Furthermore, the Vietnam War can be judged as a brilliant accomplishment in modern Korean history, made only possible by the ingenious military strategies of the Republic of Korea Armed Forces as well as the blood and sweat shed by the South Korean military men.
