Abstract

In his 1961 farewell address, President Eisenhower cautioned against a future in which a powerful military-industrial complex manipulated policy to the detriment of American interests. However, the history of industrial-military complex went back to the late nineteenth-century among Western countries, especially in Britain, the first leading industrial state. Therefore, the purpose of this article is historically to investigate the formation and the growth of modern armaments industries, with the focus on the emergence of Vickers Brothers and Armstrong-Whitworth, two representative military industrial companies in Britain during the period of 1870~1920. Both of them were transformed from a modest mechanical and iron-melting engineering business into a vas tindustrial enterprise which invented, developed, manufactured and sold heavy guns and in particular warships through out the world. They became Britain’s leading armaments companies in the age of naval armament races that preceded the First World War. The main content of the article consists of three parts. Chapter two describes the historical and technological background of the emergence of military-industrial complex. Chapter three investigates the growth and development of Vickers Brothers and Armstrong-Whitworth companies as the leading armaments industries in Britain and even over the world, together with their relationship with the British government. Lastly,Chapter four deals with the commercialization and the trade market expanding for two companies on a global scale. In conclusion, this article presents the fact that the root of military-industrial complex which President Eisenhower mentioned in the early 1960s ascends at least up to the late nineteenth century.
