4차산업혁명은 미래전의 양상변화와 함께 새로운 방위산업의 등장을 암시하고 있다. 곧, 새로운 기술혁신의 패러다임에서 4차산업혁명은 근대국가 이후 하나의 정설처럼 받아들여졌던 지점들을 해체하여 새로운 영역으로 진화시키고 있다. 이러한 논의들은 민간군사기업에서 무인 전투체계에 이르기까지, 과거 국가행위자와 비국가 행위자를 중심으로 이뤄졌던 논의에서 더욱 나아가, 인간행위자에 대해 도전하고 있다. 이러한 기술혁신의 패러다임은 국제 방산시장을 주도하고 있는 미국과 영국의 사례를 통해 나타난다. 곧, 냉전 이전까지 ‘군수의 민수전환’을 통해 이뤄진 기술혁신이 ‘민수의 군수전환’으로 과정은 군사기술개발에 있어 행위자의 중요성을 더욱 부각하고 있다. 나아가 군-산-학으로 이어지는 일련의 네트워크는 4차산업혁명의 패러다임과 함께, 기술개발을 위한 방법까지도 제시하고 있다. 본 논문은 4차산업혁명이 초래할 미래전의 변화를 살펴보고, 새로운 기술혁명의 요소들을 통해 방위산업을 조망한다. 또한, 국제적으로 기술혁신체제를 주도하는 미국과 영국의 사례를 통해, 이들 국가가 어떻게 4차산업혁명을 맞이하고 있으며, 그 과정에서 각 행위자에 대한 인식과 역할은 어떠한지 살펴보려 한다. 이를 통해, 최근 괄목할만한 산업적 성공과 변환시도에도 불구하고, 다양한 도전에 직면해있는 한국 방위산업의 발전을 위한 유의미한 시사점을 도출해보고자 한다.
Abstract
The 4th industrial revolution is leading various changes from the industrial field to the military field. This new paradigm of technological innovation changes the roles of 'state actors' and 'non-state actors' and blurs the boundaries between the two actors in war. Moreover, it also expands previous argument to human actor and non-human actor, ‘posthumanism’, in modern warfare. The examples of new paradigm in technological innovation have shown in the US and UK. After the Cold War, through a spin-on paradigm, the role of the private sector was emphasized more than the military technology which was emphasized before the Cold War through spin-off. Furthermore, they redefined the roles of state and non-state actors through the military-industry-academic complex network so-called ‘network’. U.S. Defense industry, UK Defense industry, defense policy. The cases of the US and the UK have implications for the Korean defense industry in a new paradigm. To accomplish the industrial transformation in recent Korean defense industry, it will be necessary to reestablish the roles of actors, beyond the understanding of the innovation paradigm.
