19세기 증기선의 도입은 유럽 해군력의 균형에 막대한 변화를 가져왔다. 증기 군함의 등장으로 인해 범선 군함은 활약할 무대를 잃게 되었고, 막강한 범선 함대로 세계의 해양을 장악하고 있던 영국은 해군력 경쟁에 새로운 국면을 맞이하게 되었다. 이제 영국은 ‘증기력 해군 건설’이라는 새로운 출발점에서 다른 국가들과 경쟁해야 했고, 동시에 증기 군함을 운영하기 위해 기존의 해외 기지를 변화시켜야 했다. 증기선 함대를 운영하기 위해서는 새로운 항로와 지원 능력을 고려한 해외 기지 네트워크의 재구성이 필수적이었고, 이것은 영국 해양 패권의 기반이 달린 중요한 문제였다. 이런 변화의 물결 속에서 영국은 이미 갖고 있던 잠재역량을 적극적으로 활용하며 유연하고 합리적으로 대처해나갔다. 변화된 항로와 기지의 효용도를 고려하여 해외 기지 네트워크를 재구성해냈고, 자원의 효율적인 활용과 대규모 상선업체들과의 협력을 통해 물적･인적 인프라를 효과적으로 형성해갔다. 영국의 이런 유연하고 효율적인 변화의 노력은 그들이 20세기 초까지 세계의 해양 패권을 유지할 수 있었던 원동력이 되었다.
Abstract
The introduction of the steamship in the 19th century had a great impact on the balance of the European naval power. The advent of an ironclad made a sailing warship obsolete. Consequently, Britain, which had overwhelmed the world’s ocean with a fleet of sailing ships faced with a new phase of naval power competition. The Royal Navy had to begin from a new starting point with another European navies, which was to build new steam navies. At the same time, Britain had to change existing naval bases because it was very essential to rearrange overseas naval bases to support the new steam navy. Therefore, British naval supremacy depended on the question: ‘How quickly could Royal Navy change their infrastructure for the steam navy?’The Royal Navy handled this situation very smoothly and reasonably within its potential capacities. Considering the changes in sea routes and utility of bases, the Royal Navy rearranged its overseas naval base network. Also, it constituted the material and human infrastructure effectively with the efficient use of resources and the support of merchant marines. This effective effort of the Royal Navy was the driving force which enabled Britain to retain its naval supremacy until the beginning of the 20th century.
