외국군 수탁교육 발전방안에 관한 연구

1969년부터 시작되어 현재까지 국방외교와 방산협력을 지원하고 외국군과의 인적 유대강화를 목적으로 시행되고 있는 외국군 수탁교육은 대상 국가 및 인원이 지속적으로 증가 추세에 있다. 그러나 외국군 수탁교육의 양적 성장에 따라 다양한 문제점들이 나타나고 있으며 이에 대한 해결과 함께 외국군 수탁교육 제도 전반의 정비가 요구되고 있다. 따라서 본 연구에서는 외국군 수탁교육의 변천과정을 개관하고 현 실태와 문제점을 분석하였으며 이를 토대로 현실적합적인 발전방안을 제시하였다. 현재 우리 군에서는 외국군 수탁교육의 목적에 대해 상반되는 두 가지의 인식이 교차하고 있다. 하나는 외국군 수탁교육은 국방외교 및 방산협력 활동 지원을 위한 보조적?기능적 수단이라는 것이고, 또 다른 하나는 세계 수준의 군사교육을 통한 군사전문가 양성 및 군사지식 공유가 그 목적이라는 것이다. 그런데 사실상 이 두 가지 인식은 상호보완적이며 동시에 달성되어야 할 것이다. 따라서 외국군 수탁교육 관계관들은 어느 일방으로 치우치지 않는 균형적인 시각을 유지할 필요가 있을 것이다. 이러한 맥락에서 주요 선진국의 외국군 수탁교육 사례를 통해 시사점을 도출하고, 현재 외국군 수탁교육이 시행되고 있는 각급 교육기관들에 대한 현장조사 및 외국군 수탁생 대상 설문조사, 그리고 전문가 워크숍 및 관계관 의견수렴 결과 등을 활용하여 외국군 수탁교육의 현 실태와 문제점을 분석하였다. 이어서 외국군 수탁생을 대상으로 하는 한국어 교육을 포함한 각종 커리큘럼, 후원제도, 외국군 수탁교육의 가치?비전, 외국군 수탁교육 중장기 전략 등에 대한 발전방안을 제시하였다.
Abstract
Foreign Military Student Education & Training(FMSET) in ROK Forces since 1969, executing on the purpose of supporting national defense diplomacy and defense industry cooperation and consolidating ROK-Foreign military member’s relationship, is growing continuously in student numbers and target nations. But many problems in accordance with the quantitative growth of FMSET have occurred, overall maintenance and modification for FMSET system with the solution of the occurring problems is required. Therefore, this study overviews the transition process of FMSET, analyzes the actual conditions and problems of FMSET, suggests some suitable and feasible development plan for FMSET in ROK Forces. Currently, two contrary perceptions of FMSET’s purpose have crossed in ROK Forces. One is that it is the auxiliary and functional means for supporting national defense diplomacy and defense industry cooperation activities, the other is the cultivation of military experts and sharing military knowledge through the global-highest level military education. But, in fact, these two perceptions are reciprocal and must be accomplished simultaneously. Therefore, the related officials with FMSET are needed to sustain balanced view not to be one-sided. In this context, this study draws some policy implications from cases of FMSET in advanced countries, analyzes the actual conditions and problems of FMSET in various levels of service educational activities through field study, survey research, expert workshop, interviews of persons concerned. Next, development plans of FMSET in various curriculums including korean language instruction, supporting system for students, value and vision of FMSET, mid-long term strategy are suggested.
