초록

미군에게 있어 6·25전쟁기 반공 유격부대의 활동은 일반적으로 ‘실패한 비정규전’ 사례로 인식되고 있다. 이들의 활동이 유엔군의 전쟁수행 목표달성에 충실히 기여하지못했다고 평가되기 때문이다. 하지만 기존 연구들은 ‘작전환경 변화’와 ‘미군의 능력부족’을 그 실패의 원인으로 제시하고는 있으나, 실제 이들 요인이 반공 유격부대 활동상에 어떠한 문제를 야기했는지에 대해서는 구체적으로 적시하지 않고 있다. 이는 결과적으로 반공 유격부대 활동에 대한 심도있는 이해를 제한하는 요인으로 작용해왔다. 본 논문에서는 정전협상 개시 직후 발생한 반공 유격부대원들의 전쟁 수행 동기 상실과 미8군의 통제력 약화과정을 검토한다. 그리고 이러한 상황변화 속에서 반공 유격부대 활동상에 발생한 몇 가지 문제점―작전활동의 위축, 신뢰성 저하, 사익(私益) 추구 심화―을 살펴보았다. 특히 1951년 7월부터 동년 11월 말 사이 반공 유격부대 작전활동이 변화되는 과정을, 서해 유엔해군과 유격부대 관계자의 자료를 중심으로 기술하였다. 이러한 논의를 바탕으로 비정규군과의 협력 과정이 내제하고 있는 위험성과 한계 무엇인지 구체적으로 제시하고자 한다. 주제어 : 반공 유격부대, 레오파드 사령부, 95.1기동전대, 정전협상, 사투(私鬪)

Abstract

The employment of the anti-Communist guerrillas by UN forces in the Korean War has been regarded as a ‘failed unconventional warfare campaign’. The US Army's analysis on the reasons of such failure were quite clear―the war situation change derived from the start of the Truce Talks, and the US Army’s lack of capability in planning and conducting the unconventional warfare. A problem is that, these conclusions were drawn without proper case studies of the actual guerrilla activities that emerged within and around the guerrilla organization since the start of the truce talks. Therefore, our understanding of a realistic picture of the regular-irregular co-operation during the Korean War has been restricted. This thesis examines several significant problems emerged in the anti-Communist guerrilla activities from late July to November 1951. It particularly focused on the process of their deterioration in morale and motivation largely based on the UN forces records who closely co-operated with these guerrillas. Based on this study, this thesis shows the essential characteristics and risks of the regular-irregular relationship.
