이 논문은 한국전쟁의 종결을 분석함에 있어 왜 휴전협상이 장기화되었는지 그 원인을 분석하고 이러한 협상지연 요인이 해소되는 과정을 통해 종전을 설명하고자 한다. 한국전쟁은 1951년 7월 10일 휴전협상이 시작된 이후 1953년 7월 27일 휴전협정이 체결될 때까지 협상주체 스스로도 예상치 못한 장기간의 협상을 통해 종결 된다. 이 논문은 적대적 쌍방의 협상을 방해하는 요인으로 1)비밀 정보의 소유와 이에 대한 왜곡, 2)의무이행의 문제, 그리고 3)이슈 개별화의 문제를 상정하고 한국전쟁의 종결을 분석한다. 결과적으로, 한국전쟁의 종결을 위한 휴전협상은 전후 안전보장에 대한 의무이행의 문제(Commitment problem), 그리고 이슈의 개별화(Issue indivisibility problem)를 추구한 쌍방이 포로송환 문제에 합의하지 못함에 따라 장기화되는 결과를 가져왔다.
Abstract
This essay addresses about the armistice negotiation during the Korean War. Especially, this study researches why the armistice talks had taken for two years. There were multiple reasons that caused the armistice talks to drag. The Korean War ended with the signing of the armistice agreement ＜Agreement between the Commander-in-Chief, United Nations Command, on the one hand, and the Supreme Commander of the Korean People’s Army and the Commander of the Chinese People’s volunteers, on the other hand, concerning a military armistice in Korea> on July 27th, 1953. Since the beginning of the negotiations, both sides kept fighting for favorable position in armistice talks. From Fearon’s view, They are three general mechanisms, such as 1) incentive to misrepresent and private information, 2) commitment problem, and 3) issue indivisibility problem. Since the negotiations had begun, both sides had handled with such problems. The armistice negotiation was part of the task of preparing for the post-war period. South and North Korea tried to ensure own security of nation. Negotiation about the returning of the prisoners was solved at the last to end the war.
