6·25전쟁 정전협상 초기 유엔군 사령관의 역할에 관한 연구 - 작전적 수준의 분석을 중심으로 -

이 연구는 6·25전쟁 정전협상 초기 유엔군 사령관의 역할에 관한 연구로 작전적 수준의 분석을 중심으로 유엔군 사령관이 수행한 군사 작전과 협상 과정을 분석하여 정전협상의 진전을 이뤄낸 유엔군 사령관의 역할이 갖는 의의를 다루고 있다. 지금까지 6·25전쟁 정전협상에 관한 연구들은 주로 정전협상의 진행 과정이나 양측이 구사한 협상 전략, 그리고 주요 의제에 관한 분석을 위주로 연구가 진행되었다. 특히, 정전협상의 진행 과정에 대한 분석은 미국의 정책결정자나 합참, 그리고 주요 관련국과 공산측의 내부 갈등이 협상 과정에끼친 영향을 중심으로 이루어졌고, 유엔군 사령관인 리지웨이의 주도적인역할에 대해서는 다루지 않았다. 이 연구는 캔자스-와이오밍선과 하계 공세를 중심으로 리지웨이가 작전적수준에서 수행한 역할을 분석하였다. 리지웨이는 캔자스-와이오밍선을 정전협상 기간 중 유엔군의 주저항선으로 결정하였고, 하계 공세를 통해 공산군을 압박하여 유엔측 협상 대표단에게 유리한 협상 여건을 조성하고자 했다. 연구 결과 리지웨이는 정전협상 초기 유엔측 협상 대표단의 주도권 확보및 유지에 결정적인 역할을 수행했다. 군사분계선 협상에서 리지웨이는 캔자스-와이오밍선을 중심으로 공세 작전을 추진하여 군사적 우위를 확보했고, 유엔군의 군사적 우위는 공산측이 기존의 주장을 포기하도록 압박하여군사분계선 협상을 조속히 마무리 지을 수 있는 여건을 조성하였다.
Abstract
This study examines the role of the CINCUNC in the early armistice negotiations of the Korean War, focusing on an operational-level analysis. It analyzes the military operations and negotiation processes carried out by the CINCUNC, highlighting the significance of their role in advancing the armistice negotiations. To date, research on the Korean War armistice negotiations has primarily centered on the progression of the negotiations, the strategies employed by both sides, and the analysis of major issues. Specifically, analyses of the negotiation process have focused on the impact of internal conflicts among U.S. policymakers, the Joint Chiefs of Staff, key relevant countries, and the communist side. However, the proactive role of CINCUNC Ridgway has not been addressed. This study analyzes Ridgway's role at the operational level, focusing on the Line Kansas-Wyoming and the summer offensive. Ridgway established the Line Kansas-Wyoming as the UN forces' main defensive line during the armistice negotiations and used the summer offensive to pressure communist forces, contributing to the UN negotiation delegation's ability to secure and maintain the initiative. The research findings indicate that Ridgway played a decisive role in securing and maintaining the initiative for the UN negotiation delegation during the early armistice negotiations. In the military demarcation line negotiations, Ridgway pushed for offensive operations centered on the Line Kansas-Wyoming to secure military superiority. The UN forces' military superiority pressured the communist side to abandon their previous claims, creating conditions conducive to swiftly concluding the military demarcation line negotiations.
