본 연구는 베트남에서의 참전 경험이 우리 미래 국방과 안보를 설계하는데 얼마나 중요한 자산인지를 설명하는 데 목표를 두고 있다. 특히 본 논문은 국제정치학적 차원에서 베트남전의 의미를 10가지로 정리한 후, 우리 군의 경험과 관련한 특별한 의미들을 분석하고자 한다. 마지막으로 미래전을 준비하는 차원에서 우리가 유념해야할 9가지의 전략적 교훈들을 검토하고자 한다. 이 논문은 한국군의 참전이 한·미동맹관계에 미치는 전반적인 변화에 주목했고 특히 미군 지휘부의 한국군에 대한 인식변화에 큰 역할을 담당했다는 점을 강조하고 있다. 무엇보다도 한국의 참전은 우리 군의 전문화(professionalization)에 긍정적 역할을 했으며, 전투력을 극대화하기 위한 지휘구조의 변화를 모색할 정도로 큰 도움이 됐다. 이 논문은 결론에서 1960년대와 1970년대 당시 우리 군 지휘부가 경험한 대반란전(COIN)과 비전투요원소개작전(NEO)을 현시점에서 재분석할 것을 권고하고 있다. 북한 급변사태와 함께 유사시를 대비한다는 차원에서 베트남전의 경험은 오늘날에도 유용한 교훈을 제공하기 때문이다.
Abstract
This study explains why the South Korean experiences in the Vietnam war matter to the Korean military and security managers who carefully design for the future. This study starts with analysing ten aspects of how the Vietnam War affects the nature of international politics and articulates nine strategic lessons from the the Vietnam War. This study continues to explain how the South Korean participation into the Vietnam war changed the U.S.-South Korea alliance as a whole, and particularly, the perception of U.S. military leaders. The study concludes that participation has positively influenced the professionalization of South Korean military. This study also recommends that security managers must look closely on how the leaders in the 1960s and 1970s had dealt with COIN and NEO. They are two important areas that still have clear implications for preparing future contingencies.
