2014년은 한국군이 최초로 해외에 전투부대를 파병한지 50주년이 되는 해이다. 지금으로부터 50년 전 한국군은 국가재건과 범세계적인 공산주의 확산방지를 위해 미국이 수행하고 있었던 베트남전쟁에 뛰어들었다. 생전 처음 겪는 낮선 환경과 문화 속에서 한국군은 고군분투하면서 성공적으로 파병임무를 완수했다. 이들의 피와 눈물은 국가 경제발전과 안전보장의 원동력이 되었으며 지금의 대한민국을 있도록 하는데 있어 가장 중요한 역할을 담당하였다. 본 논문은 베트남전에서 한국군이 수행했던 대분란전(Counter-Insurgency) 전략개념에 대한 고찰을 통해 오늘날 우리에게 주는 시사점을 도출하는데 그 목적을 두고 있다. 이를 위해서 키라스(James D. Kiras)가 제시한 시간(Time), 공간(Space), 지원(Support), 정당성(Legitimacy)의 4가지 요소를 기반으로 대분란전 전략개념을 구체화하고 클라우제비츠가 제시했던 중심(重心)의 논리를 적용하여 전략적인 의미를 제시할 것이다. 분란전(Insurgency Warfare)은 국가의 전복 또는 정치적 변화를 이루어 내기위해 준국가집단 또는 비정부단체 등에 의해 이루어지는 무력을 동원한 활동을 의미하며 테러, 게릴라전, 심리전 등 다양한 방법을 통해 이루어진다. 통상 군사적, 경제적인 약자가 주로 사용하는 전략으로 모택동의 중국혁명전쟁, 쿠바혁명, 베트남전쟁에서부터 최근의 이라크전쟁에서의 모습까지 다양한 모습으로 진화해왔다. 따라서 이 논문을 통해 이러한 분란전을 이루는 핵심을 규명하고 중심(重心)을 명확히 인지하여 차후 안정화작전 또는 특정지역에서의 작전수행 시 적용할 수 있는 전략개념의 발전과 한국군에 시사할 수 있는 주요 함의를 제시할 것이다.
Abstract
The year of 2014 is the South Korean Army’s 50th year of dispatching troops to combat units overseas. 50 years ago, the South Korean Army went to Vietnam to develop their country’s economy and stop Communism’s spread in the Indochina Peninsula. Every factor towards pursuing the operation was unsuitable and unpredictable. Vietnam’s natural and cultural environments need to having a new concept to Korean Army. The natural environment and interaction with a foreign culture led to the development of new concepts and procedures in the Korean Army. Their Sacrifices in the Vietnam War contributed to the development of South Korea’s economy and security. Koreans live nowaday, they have remember the sacrifices of the soldiers who died in Vietnam. This Article is about the Counter-Insurgency Operation Concept of South Korean Army in Vietnam. For explaining these concepts I will examine the four important pillars that organize Insurgency Warfare. That is Time, Space, Support, and Legitimacy. Also, I will study the concept of Center of Gravity described by Clausewitz. Insurgency Warfare aims to collapse the government and change political aspects. Insurgency’s use Terrorism, Guerrilar Warfare, psychological propaganda and other methods. Often Insurgency Warfare is used by weaker. Therefore, I will argue that clearly understanding the Center of Gravity in Insurgency Warfare is essential to pursuing stabilizing operations and other counter terrorism operations. The Vietnam War and the South Korean Army’s strategy and tactics will provide the answer for that argument.
