본 미국우선주의(America First)를 내세운 트럼프가 대통령에 당선되면서 상당한 파장을 불러일으키고 있다. 이는 공화당 내의 비주류에 의한 정권교체이자 2차 세계대전 이후 구축된 자유무역과 민주주의, 동맹을 토대로 하는 역내질서는 물론 오바마 정부의 아태 재균형 전략에도 적지 않은 변화를 초래할 것으로 예상된다. 이에 반해 중국은 소위 G2로서 위치를 확고히 다져가고 있는 중에 있다. 이미 시진핑 지도부는 중국 공산당 창당 100주년이 되는 2020년까지 전면적 소강사회(全面小康社會)를 이룩하고 중화인민공화국 창립 100주년이 되는 2050년까지 부강하고 민주적이며 조화로운 사회주의 강대국으로 올라서기 위해 中國夢(중국꿈)과 중화민족부흥이라는 새로운 국정슬로건을 제시하였다. 더욱이 현재 한중관계는 사드배치문제로 상당한 어려움에 직면해 있다. 사드 배치 발표 이후 중국 정부는 주한미군의 사드배치는 중국의 전략적 안보이익을 손상시키는 결과를 초래할 것이라 주장하면서 한국에 대한 경제-사회적 제재를 가하기 시작하였다. 이처럼 트럼프 행정부 출범 이후 미중간 패권 갈등은 갈수록 악화 되어가고 있으며 미국은 국내문제와 재정압박에도 불구하고 다양한 수단을 통해 중국을 포위해 나가면서 미국 주도의 역내 질서를 유지해 나간다는 방침이며 중국 역시 새로운 역내 질서 창출 차원에서 지속적인 군사력 증강과 자국 주도의 경제적 영향력을 더욱 확대해 나갈 것으로 보인다. 따라서 미중패권 경쟁으로 인한 각종 안보적 도전과제를 주관적 시각에서 벗어나 보다 현실적으로 인식하고 더 이상 소국적 마인드가 아닌 중견국 마인드를 갖고 새로운 대미/대중정책 수립 및 한반도 통일 기반마련을 위한 실질적 노력이 절실히 요망된다.
Abstract
As the United States entered into the era of Trump, it is expected to bring about significant changes in its leadership in the Asia-Pacific region as whole, although it will continue to adhere to the value added structure, such as regional order of free trade, democracy, and alliances structure that has been built in the post-World War II setting. On the other hand, China is consolidating its position as a great power, poised to challenge the established power. The Chinese Communist Party in this context, launched a political campaign under the banner of slogan so-called, “China Dream” and “China’s Reconstruction Era” to become a powerful, democratic and harmonious socialist republic by the year 2020, which marks the 100th anniversary of the founding of the People’s Republic of China. In this structural adjustment setting in the region, South Korea-China relations are facing considerable challenges due to the bilateral conflicts surrounding the deployment of THAAD system on the Korean peninsula. Since the announcement of the placement of the THAAD system, the Chinese government utilizing its economic statecraft, imposed economic and social sanctions against South Korea, claiming that the deployment of the THAAD under the USFK leadership will likely to damage China’s strategic security interests in the region. In this era of structural recalibration, China is also expected to expand its military buildup seeking to challenge existing regional security structure and also in a search of new regional order that might be favorable towards its national interest. In the era of uncertainty, a more stable U.S.-China relations are evermore needed for the eventual unification of the Korean peninsula and regional stability.
