Abstract

This study examines the progress and consequences of the air campaign in the Russia-Ukraine war, which has entered its third year of operations. Given that previous studies have focused on analyzing the causes of the Russian Aerospace Forces’(VKS) poor oprational performance based on a fragmentary images of the “VKS’s almost complete failure in Ukraine” this study first examines the evolution of air operations over the past two years chronologically. Based on this analysis, this thesis argues that while the VKS failed to achieve comprehensive air superiority, there are clear differences in the performance of their air operations between the phases of the war, with a marked increase in effectiveness in air-to-ground operations(in particular, it’s CAS) since late 2023. Simultaneously, based on the analysis of air operations in the Russia-Ukraine war, it analyzes the results of the VKS’s operational results in each phase and the reasons for the changes. Specifically, this thesis examines ‘why Russia failed to achieve air superiority over Ukrainian forces in the early stages of the conflict’, ‘why Russian air support to ground forces remained ineffective for a prolonged period of time’, and ‘what factors led to the transformation of their support to ground operations into a more effective form from late 2023 onward’. To do so, it analyzes the traditional military culture and operational concepts of the Russian military and examines how they have created challenges for Russian air operations on the battlefield in Ukraine. At the same time, the various efforts made by the Russian military to partially overcome these limitations were examined and how they influenced the change in operational performance.
