Abstract

The purpose of this study is to demonstrate that Russia conducted the 2022 Russo-Ukrainian war under a consistent strategic framework known as the "active defense" strategy. Contrary to expectations that the war would end quickly, Russia failed to achieve its primary objectives during the invasion, and the conflict transitioned into prolonged attritional warfare. Does this mean the war was a failure for Russia? Furthermore, this analysis questions whether the assumption that Russia has conducted "hybrid warfare" is flawed. The active defense strategy, rooted in Soviet strategic thought, serves as the foundation of Russia's military strategy. It aims to prevent conflicts through preemptive measures and disrupt the enemy's early victories. Subsequently, it seeks to impose costs on the adversary through attritional warfare to conclude the conflict. The 2022 Russo-Ukrainian war emerged from a clash between the expansion of Western powers and Russia's national interests. In response to escalating threats, Russia implemented demonstrative actions and limited strikes. During the war, Russia attempted to secure early dominance using highly mobile units, artillery, and indirect fire systems such as missiles but ultimately adopted encirclement and attritional strategies as the conflict evolved. In conclusion, while Russia did not achieve its short-term goals, it conducted the war within a calculated strategic framework, making it difficult to label the war as a failure. Moreover, unlike hybrid warfare, Russia's active defense strategy emphasizes minimizing the use of military force while prioritizing conventional power. This study aims to systematically analyze Russia's strategy and contribute to the development of effective countermeasures.
