Abstract

This study examines the evolution of drone warfare in the Russia–Ukraine war from February 2022 to May 2025, highlighting the dynamic interplay among technological innovation, operational adaptation, and strategic necessity. In the early stages, Bayraktar TB2 and commercial DJI drones were employed temporarily for reconnaissance and limited strikes. Yet, as Russia’s air defense and electronic warfare capabilities expanded, the effectiveness of the TB2 gradually declined. In Phase 2, FPV drones proliferated rapidly, reshaping tactical engagement patterns, while maritime drones (MAGURA V5, Sea Baby) and ground drones (Ratel S, Ironclad, etc.) entered full operational use. During this period, both sides adopted innovative technologies such as fiber-optic FPV and frequency hopping amid an escalating electronic warfare (EW) contest. In the third phase, AI-based Automatic Target Recognition (ATR) and autonomous navigation were integrated into combat operations, institutionalizing long-range deep strikes and the “Drone Line” concept. The findings demonstrate that drones evolved from auxiliary assets into core capabilities of modern warfare, explicable through theories of the Revolution in Military Affairs (RMA), adoption capacity, and disruptive innovation. Strategic implications for the Republic of Korea include securing drone-centric multi-domain operational capabilities, establishing FPV mass production systems, strengthening electronic warfare and counter-drone capacities, and fostering a civil-military innovation ecosystem.
