러-우 전쟁의 대(對) 북한 교훈과 한국의 대응방안: 항공우주작전을 중심으로

북한은 러-우 전쟁의 최대 수혜자 중 하나이다. 러시아를 직·간접적으로 지원하는 과정에서 양국 간의 군사 협력관계가 급격히 강화되었기 때문이다. 동시에 북한은 러시아와 우크라이나 양국이 전장에서 경험한 성공 및 실패를 통해, 미래 북한군의 전투발전 방향과 직결될 핵심적인 교훈을 식별할 수 있다. 그리고 이들 요소는 상호 결합하여 미래 북한의 군사력 발전을 야기함으로써 한국군의 안보에 심각한 위협요소로 작용할 가능성이 높다. 그러하기에 북한이 러-우 전쟁에서 얻은 이익과 교훈을 분석하는 것은 가장 한국적인 전훈분석 방법이라 할 수 있다. 본 연구에서는 러-우 전쟁에 대한 전훈분석의 일환으로 해당 전쟁을 통해 북한이 무엇을 획득하였고, 무엇을 배울 것인지에 대해 검토하였다. 특히, 여타 영역에 비해 그 연구가 미진하였던 항공우주작전 분야를 중심으로, 북한이 획득한 4가지 전훈 요소들이 그들의 항공 및 방공전력에 대한 구성과 운영을 어떻게 변모시킬지 가늠하고자 한다. 이를 바탕으로 북한의 군사적 위협에 대응하기 위한 대한민국 공군의 변화 및 발전 방향에 대해 간략히 제시하였다.
Abstract
North Korea is one of the biggest beneficiaries of the Russia-Ukraine War. In the process of directly and indirectly supporting Russia, the military cooperation between the two countries has rapidly strengthened. Simultaneously, the North has learned from the successes and failures of war parties on the battlefield and identified key lessons learned that will directly affect the future development of it's military. These factors will combine with each other to shape the future of North's military power, posing a serious threat to the security of the South Korea. Therefore, analyzing the North's gains and lessons learned from the Russia-Ukraine War is the most optimal way of analyzing the warfare for the South. As part of the analysis of the Russia-Ukraine War, this study examines what the North gained from and what it can learn from the war. In particular, this study focuses on aerospace operations, which has been less studied than other areas, to determine how the four elements of warfare acquired by North Korea will change the composition and operation of its air and air defense forces. Based on this, this thesis outlines how the ROK Air Force might change and develop to counter the North's military threat.
