‘세(勢)’의 관점에서 바라본 작전술(作戰術)

초록

작전술(operational art)은 1980년대에 한국군에 도입된 이래 관련된 논란이 끊이지 않는 개념이다. 하지만 작전술은 전가(傳家)의 보도(寶刀)로서 전쟁에서 승리하는 방법이며, 성공적인 전쟁을 수행하기 위해 전략가가 갖추어야 할 자질로 인식됨으로써 이 논란을 극복했다. 작전술을 적용하면 이길 수 있다는 ‘작전술의 신화’가 구축된 것이다. 작전술은 새로 창조된 것이 아니다. 전쟁을 보다 효율적으로, 효과적으로 하려는 ‘사고방식’일 뿐이다. 제2차 세계대전을 휩쓸었던 독일의 ‘전격전’은 고정관념을 깨고, 새로운 군사행동의 영역을 개척했다는 점에서 현대 ‘작전술’의 원형(prototype)으로 인정된다. 이런 관점을 기반으로 작전술에 관한 연구 성과가 누적되어, 오늘날 작전술은 매우 실용적이며, 어느 제대에서나 사용할 수 있는 유연한 개념이 되었다. 현대 작전술은 최첨단의 전술적 사고로, 전쟁에 관한 인간의 지력이 어느 정도까지 발전하고 발휘될 수 있는지 여실히 말해주는 개념이라고 할 수 있다. 전쟁의 수행방식을 고민했다는 점에서 손자(孫子)가 제시한 ‘세(勢)’의 개념은 현대 작전술 개념의 근원이다. ‘기(奇)’와 ‘정(正)’의 운용을 통해 상황에 유연하게 적응함으로써 내가 의도한 바를 얻기 위한 ‘세’를 창출하는 것이 ‘세’의 이론이기 때문이다. 작전술과 ‘세’는 나를 이롭게 하고 적을 불리하게 함으로써 목표(의도)를 달성한다는 점에서 일맥상통한다. 또한 동서양의 전략사상이 추구하는 본질은 같다는 것을 말해준다.

Abstract

Operational art is a concept that has been under constant controversy since it was introduced to the Korean military in the 1980s. However, operational art is recognized as a way to win a war like ‘a precious sword of family’, and this controversy has been overcome as a quality that strategists must have. The “myth of operational art” has been established. Operational art is not a new creation. It’s just a ‘thought’ to make war more efficient and effective. Germany's “lightning warfare,” which swept through World War II, is recognized as a prototype of modern “operational art”. It broke stereotypes and pioneered new areas of military action. Based on this perspective, operational art today is very practical and has become a flexible concept that can be applied at any level of echelon. Modern operational art is a state-of-the-art tactical thinking, and it can be said to be a concept that clearly tells the extent to which human intelligence about war can be developed and exercised. The concept of “Se(勢)” presented by Sun Tze is the root of the concept of modern operational art in that he considered the way the war was carried out. This is because the theory of “Se” is to create a “Se” to get what I intended by flexibly adapting to the situation through the operation of “Ki(奇)” and “Jeong(正).” Operation art and ‘Se’ are in line with achieving goals(intentions) by benefiting me and disadvantaging the enemy. It also tells us that the essence of strategic ideas in the East and the West is the same.
