한국군의 용병술 교리에 대한 비판적 고찰 : 용병술 이론과 교리의 변천 과정을 중심으로

초록

본 연구는 한국군 용병술 교리의 타당성을 이론적 보편성과 교리적 특수성 측면에서검토하여 한국군이 선택해야 할 바람직한 용병술 교리를 대안으로 제시하는 것을 목적으로 하였다. 이를 위해 이론적 보편성은 현대 용병술 이론의 역사적 형성과정을 고찰하여 평가하였고, 교리적 특수성은 미군과 한국군의 용병술 교리의 변천과정을 고찰하여 평가하였다. 한국군 용병술 교리의 이론적 보편성을 평가한 결과, 작전술을 제외한 대부분 교리가 이론적 보편성과 맥락을 같이 하고 있었으나, 작전술 교리는 전략, 전역, 작전 등모든 전쟁의 수준에 적용되는 것으로 설명함으로써 이론적 보편성과는 차이가 큰 편이었다. 그리고 교리적 특수성을 평가 결과, 한국군의 용병술 교리는 미군 교리의 수용과 수용된 교리의 한국적 환경의 반영으로 이해할 수 있었다. 이론적 보편성과 교리적 특수성을 평가할 때, 한국군의 용병술 교리는 상당한 문제점에 직면하고 있음을 알 수 있었고, 이를 해결하기 위해서는 미군 교리를 전면 수용하거나 한국적 교리를 정립하는 2가지 선택지가 가능하였다. 그러나 미군 교리의 전면수용은 한미간 작전환경의 현격한 차이로 불가능한 선택지이므로 한국군의 용병술 교리는 한국적 교리로 정립될 필요가 있었다. 따라서 본 연구는 한국적 용병술 교리 정립을 위해 한국군의 작전술과 군사전략 정의의 수정안을 제안하였다.

Abstract

The purpose of this study was to examine the validity of the Korean military art doctrine in terms of theoretical universality and doctrinal specificity, and to suggest the desirable military art doctrine to the Korean military as an alternative. Based on theoretical universality and doctrinal specificity, this study presented three reference points for military art doctrine. First, the Korean military’s doctrine should fully reflect on the military theoretical universality related to military art, secondly, the Korean military should consider the Korean environment when accepting the US military doctrine, and lastly, the development of the military art doctrine should be based on sufficient discussion. The following conclusions were drawn by using these reference points and reviewing the issues related to the doctrine of military art. The Korean military’s military art doctrine needs to maintain the current framework compatible with the level of war, the definition of operational art that do not match the doctrinal framework needs to follow the previous definition, and the military strategy needs to be revised based on the definition of the military strategy or strategy document formulated by the Korean Joint Chiefs of Staff.
