Abstract
In the modern era, the military wielded significant influence in the formation of political power in European powers, including Prussia. Especially after the French Revolution, monarchs increasingly depended on the loyalty of the military for the survival of their institutions. In particular, Prussia, which had a militaristic military tradition, used the military as a key means of maintaining power, and in the process, the military took control of the center of politics as the king's confidants. In 1848, the Prussian monarchy faced a serious threat through the liberal-based civil revolution that swept across Europe. Wilhelm I, who succeeded the sickly Frederick William IV as king, sought to institutionally strengthen the absolute power of the king through military reform. However, the military-led military reform came into sharp conflict with the parliament dominated by liberal forces. In the midst of the political power struggles of the 1860s, Bismarck, a staunch conservative from a civilian background, was suddenly appointed as chancellor to resolve the power struggle. However, due to his lack of military background, he frequently clashed with the military, which was at the center of political power. However, Bismarck successfully controlled the military's war efforts through three wars of unification with the political capabilities of civilian bureaucrats. Through this, Bismarck established the principle of civilian control, a modern-day civil-military relations, and the Austro-Prussian War of 1866 became its starting point.
