Abstract
This study examines the factors that contributed to the civilianization of the Bundeswehr and explores the broader implications of this process. After World War II, the Bundeswehr adopted the concept of Innere Führung to redefine its identity as an armed force rooted in democratic values. Through this framework, the process of civilianization steadily advanced. Historical and political education also became central to cultivating democratic traditions within the military. The mechanisms that facilitated civilianization emerged within the cultural framework of Innere Führung. The appointment of the Minister of Defense symbolized the principle of civilian control over the military. The Bundestag established the Wehrbeauftragte des Bundestages to ensure the proper implementation of Innere Führung. The introduction of the Vertrauensperson system enabled soldiers to participate in internal decision-making, while officer education at the Universität der Bundeswehr fostered broader social and civic awareness. Moreover, the increasing proportion of civilian personnel within the Bundeswehr reflected the expanding role of civilians in military institutions. These systems, deeply embedded in Germany’s unique historical experience, should be adapted cautiously when applied elsewhere. Effective civilianization requires both cultural and institutional foundations. In particular, the authority of the Minister of Defense must be supported by structures such as Parliamentary and Permanent State Secretaries. Similarly, mechanisms like the Wehrbeauftragte des Bundestages, Vertrauensperson, and the Universität der Bundeswehr should be introduced through broad social consensus. Expanding the civilian workforce not only allows soldiers to concentrate on core military duties but also mirrors the nation’s democratic evolution. Ultimately, meaningful military civilianization requires comprehensive reforms within the military itself.
