프로이센군의 장군참모 제도화 과정 고찰

프랑스 혁명은 본격적인 유럽의 근대화를 가져왔다. 그리고 혁명을 기회로 프랑스의 권력자로 등장한 나폴레옹은 전쟁을 통해 혁명이념의 유럽 확산에 핵심적인 역할을 했다. 한편 신흥강국으로 성장하던 프로이센은 나폴레옹에게 굴욕적인 패배를 당하며, 새로운 변화를 수용해야 했다. 프로이센은 프랑스로부터의 완전한 독립을 회복하기 위해 변화가 필요했다. 이때 샤른호르스트를 비롯한 프로이센군의 소수 혁신파들은 프로이센의 근본적 군사혁신을 추진했다. 그 과정에서 프로이센의 혁신파들은 프로이센 건국 초기부터 국왕의 단순 보좌관으로 시작된 장군병참참모제도를 보다 전문화된 장군참모제도로 개편하고자 했다. 그들은 소수의 엘리트 장교로 구성된 장군참모의 제도화를 통해 영속적인 프로이센의 군사혁신을 추구했다. 혁명전쟁의 과정에서 본격화된 프로이센군의 장군참모제도는 나폴레옹의 몰락으로 외부의 위협이 사라지자 위기에 봉착했다. 소수 혁신파들에게 기득권을 상실할 것을 우려한 프로이센의 보수적인 군 원로들은 혁신의 상징인 장군참모제도를 무력화시키기 위해 노력했다. 하지만 장군참모들은 자신들의 능력을 입증하면서 제도를 존속시켰다. 그리고 몰트케와 장군참모들은 1860년대에 이르러 3차례에 걸친 전쟁에서 프로이센이 승리하는 데에 결정적으로 기여했다. 결국 제도화된 장군참모제도는 군사혁신을 통해 프로이센 주도의 통일 독일 제국 건국에 핵심적인 역할을 했고, 독일제국의 군사적 발전에도 강력한 영향력을 행사했다.
Abstract
The French Revolution brought full-fledged modernization of Europe. And Napoleon, who emerged as a powerful man in France through the revolution, played a key role in the spread of revolutionary ideology in Europe through the war. Meanwhile, Prussia, which had grown into an emerging power, suffered a humiliating defeat by Napoleon and had to accept new changes. Prussia needed a change to restore full independence from France. At the time, a small number of innovators in the Prussian army, including Scharnhorst, promoted fundamental military innovation in Prussia. In the process, Prussian innovators tried to reorganize the Quartermaster General’s Staff System, which began as a simple aide to the king from the early days of the foundation of Prussia, into a more specialized General Staff System. They pursued permanent Prussian military innovation through the institutionalization of the General Staff, which consisted of a small number of elite officers. The Prussian General Staff System, which began in earnest during the revolutionary war, faced a crisis when external threats disappeared with Napoleon’s fall. Fearing the loss of vested interests to a small group of innovators, conservative military elders in Prussia sought to neutralize the General Staff System, a symbol of innovation. However, the General Staff proved their ability and kept the system alive. Furthermore Moltke and the General Staff contributed decisively in the victory of Prussia in three wars by the 1860s. In the end, the institutionalized General Staff System played a key role in the foundation of the Prussian-led unified German Empire through military innovation and exerted a strong influence on the military development of the German Empire.
