냉전 시기 국민정부의 타이완 국가건설과 중공군 포로 : 통치 정당성의 손상과 회복의 문제를 중심으로

이 논문은 타이완의 국가건설 과정에서 국제적 국내적 차원에서 이뤄진 ‘통치 정당성의 손상’이 한국전쟁의 발발, 중공군 포로의 타이완행 선택과 반공활동 참가 등에 의해서 일정하게 회복되는 과정을 분석한다. 건국 초기 실정과 2·28 사건 등으로 국내외적 통치 정당성의 손상의 위기에 처한 국민정부는 한국정부, 미국정부, UN과 적극적으로 협상하여 중공군 포로의 대만행을 끌어내고 이들을 ‘반공의사’로 전환시키는 데 성공한다. 또한, 이 논문은 중공군 포로를 ‘반공의사’로 전환하는 과정에서 국민정부가 관변단체를 통해서 추진한 정치적 사회적 동원을 분석한다. 국민정부는 ‘반공의사’를 동남아시아, 서유럽, 미주 등지에 파견하여 냉전초기 동아시아 반공기지로서 타이완의 위상을 강화하기 위해 적극 선전한다.
Abstract
The purpose of this paper is to analyze the process of restoring the ‘impairment of governing legitimacy’ at the domestic and international level during Nationalist Government’s Taiwan state building after the end of World War II due to the outbreak of the Korean War, the choice of Chinese prisoners of war to go to Taiwan, and anti-communist propaganda activities. This paper examines the process in which the Nationalist Government, which was in crisis due to damage to its governing legitimacy, actively negotiated with the Korean government, the U.S. government, and the United Nations to induce Chinese prisoners of war to go to Taiwan and convert them into ‘anti-communist patriots’. This paper also analyzes the political and social mobilization of the Nationalist Government to establish a semi-governmental organization. The Nationalist Government dispatched ‘anti-communist’ overseas visits to Southeast Asia, Western Europe, and the Americas, where overseas Chinese are concentrated, to actively promote Taiwan’s status as a base in East Asia against communism.
