Abstract
This paper explores the effects of the Russian government’s internet regulation and strategy on the Russian Internet, commonly referred to as RuNet. RuNet, defined narrowing as a Russian national domain space, can also be defined more broadly as a cyber space shared by Russian-speaking internet users across Eurasia. It is a cyber space built on the linguistic and cultural commonalities the CIS states share as a post-Soviet legacy. In the case of Central Asia, the digital divide caused by relatively late introduction of modern information technology led Central Asian internet users to integrate into the Russian cyber space. This paper discusses how Russia’s measure to counter Western media influence in Runet and its efforts to nationalize the internet may affect Central Asian ― especially Uzbek and Kazakh ― cyber-space.
