Abstract
This study analyzes Russia’s digital sovereignty not only from a technological and security standpoint but also through a cultural-political lens. Drawing on Antonio Gramsci’s theory of cultural hegemony, Stuart Hall’s concept of the struggle over meaning, and Michel Foucault’s theory of power-knowledge, the research examines how Russia seeks to reshape public perception around a state-centric narrative through measures such as data localization, control over domestic platforms (VK, Yandex, RuTube), algorithmic manipulation, and censorship. Case studies including the "Russian Seasons" project and the digital collection of the Hermitage Museum reveal how digital sovereignty is being employed as a tool to legitimize authoritarian governance and reinforce cultural identity. What sets this study apart is its focus on how Russia’s digital sovereignty extends into the cultural realm, contributing to the reconstruction of cultural discourse and ideological cohesion. It also highlights the need for the South Korean government to develop strategic approaches that take into account Russia’s platform ecosystem and value system, especially as Russia continues to erect barriers to cultural exchange through platform restrictions and censorship.
