Abstract
This study aims to empirically analyze the role types and collective action strategies of local environmental groups in the Baikal region in Russia. Primarily engaging in the preservation of Baikal Lake, these groups are grassroots organizations that are closely linked to local residents. This study focuses primarily on their activism in the 2000s, when the Russian government approved many controversial industrial projects that local environmentalists considered major threats to the preservation of the lake. The empirical study of local environmental groups contributes to the full understanding of the nature of environmental movements and the characteristics of civil organizations in contemporary Russia. This study shows that local environmental groups assume many different roles: advocating for environmental issues, participating in policy-making, checking and critiquing, supplying services, and enlightening the public. Many of them engage in environmental education and local environmental projects, but they also organize or participate in protest campaigns against governmental policies. As can be seen in their protest activities opposing the East Siberian-Pacific pipeline construction project and the re-opening of the Baikalsk Pulp and Paper Mill, local environmental groups adopt various collective action strategies in order to make an impact on central and local government policies. Depending on the nature of the issues, they either mobilize professional resources from specialists and scientists or participatory resources from the general public. At the same time, they use either a conventional approach to political negotiation that complies with the political rules of the game or a strategy that disrupts routine political behavior by breaking established rules. In conclusion, this study shows that Russian social movements are viable even under the authoritarian regime and are able to score some individual local successes. This implies that there is a possibility of a grassroots movement growing and developing in Russia in the future.
