Abstract
Since the breakup of the Soviet Union, NGOs mushroomed all over Russia. The human rights movement, with its roots in the Soviet-era dissident movement, also grew rapidly. Human rights NGOs, dealing with specific issues such as politicalrepression, women’s rights and soldiers’ human right, have actively sought toinfluence government policies and regularly criticized the government’sperformance. However, they have been put under sustained attack from the Russiangovernment led by Putin. The purpose of this study is to analyze the framing processes and the politicalopportunities that are seriously limiting the choices of human rights movement. This paper addresses two questions: first, in what way the human rights movementhas been framed by the Putin government; second, to what extent did the politicalopportunities have been diminished for human rights movement under theauthoritarian regime. This will clearly illustrate the harsh reality that Russian humanrights movement is now facing.
