정책네트워크 개념을 활용한 해양분야 입법네트워크 분석: 국회제출 의안 분석을 중심으로

이 연구의 목적은 정책네트워크 개념을 활용해 해양 분야 의안의 입법네트워크 구조를 실증･분석하는 데 있다. 이 연구에서는 18대와 19대 국회에서 발의된 해양수산부 소관법령을 대상으로 기술통계와 SNA를 활용한 비교분석을 실시하였다. 분석결과, 해양 분야의 의안은 18대 국회에 비해 19대 국회에서 더 활발하게 제안되었으며, 분야의 특수성으로 인해 정부입법 비중이 다른 분야에 비해 상대적으로 높은 것을 확인하였다. 또한, SNA 분석결과 18대와 19대 국회의 특성에 확연한 차이가 존재하는 것을 확인하였다. 구체적으로 18대 국회의 경우 중소정당의 역할 확대로 인해 야당과 여당의 입법네트워크가 거대한 하나의 네트워크 구조를 이루고 있는 반면, 19대 국회의 경우 새누리당과 새정치민주연합을 중심으로 형성된 2개의 거대 네트워크가 상호 경쟁하는 형태를 취하고 있는 것을 확인하였다.
Abstract
In this study, we analyzed the legislative network to examine the process of interaction between the members of the National Assembly who are the major actors in the process of legislation covering the marine sector. Specifically, this study involved comparative analysis using the descriptive statistics and SNA for 1,088 laws under the jurisdiction of the Ministry of Maritime Affairs and Fisheries(MMAF) which were proposed at the 18th session of the National Assembly and the 19th session of the National Assembly. The results of descriptive statistical analysis in this study showed that legislations pertaining to marine sector were proposed more actively in the 19th session of National Assembly compared to the 18th session of the National Assembly, and particularly, government legislations comprised relatively higher proportion in the marine sector than other sectors due to the special nature of the marine sector. In addition, the results of SNA analysis showed clear difference between the 18th session of the National Assembly and the 19th session of National Assembly in term of the characteristics of both sessions. Legislative network of the ruling party and opposition party forms a huge network structure due to the expanding role of small and medium-sized parties in the 18th session of the National Assembly. Meanwhile, the 2 gigantic networks formed mainly by the twin pillars of Saenuri Party and New Politics Alliance for Democracy were competing with each other in the 19th session of National Assembly.
