제20대국회의 법률안 공동발의 네트워크 분석: 재정부담과 규제를 중심으로

초록

본 논문은 제20대국회(2016. 5. 30.~2020. 5. 29.)의 의원발의안 21,594건에 대한 법률안 공동발의 네트워크(cosponsorship network)를 분석하였다. 모든 법률안에 대해 대표발의자와 공동발의자를 구분하여 공동발의를 제안하고 제안 받는 것을 고려한 ‘방향성 있는 가중 네트워크’(directed and weighted network)를 구성하고, 지출, 수입, 규제라는 법률안 유형에 따른 네트워크의 특성을 네트워크 수준과 노드 간 관계(중심성)를 중심으로 비교 분석하였다. 네트워크 수준에서 볼 때 공동발의 네트워크는 매우 조밀하면서 정당 간 분절된 형태를 보였으며, 의원 간 양자 관계를 고려한 상호성 측면에서 상부상조 현상이 규제강화법률안 네트워크와 지출부담법률안 네트워크에서 강하게 나타났다. 삼자 관계를 고려한 이행성 측면에서는 수입부담법률안 네트워크가 다른 네트워크에 비해 덜 뭉쳐있는 것으로 나타났다. 노드 간 관계(중심성)를 보면, 초선의원의 경우 네트워크 자원이 부족할 수 있으나, 상대적으로 매개중심성이 높아 법률안 공동발의에 적극적으로 참여함으로써 국회 내 지위 등의 열세를 만회하려는 것으로 나타났다. 또한, 위원장 경험이 있는 의원들의 중심성 지표가 높아 법률안 공동발의에서 중추적인 역할을 하는 것으로 나타났으며, 정당별로 중심성 지표는 모두 통계적으로 유의한 차이가 있어 정당별 의원들의 공동발의 특성이 나타났다.

Abstract

This study analyzed the cosponsorship network for 21,594 legislative proposals of the 20th National Assembly (2016. 5. 30.-2020. 5. 29.). A “directed and weighted network” was constructed for all bills to consider proposing and receiving cosponsorship by dividing representative and co-proposer. The network characteristics were compared and analyzed based on the network and node level by the type of legislation such as expenditure, revenue, regulation. At the network level, the cosponsorship network was very dense and split between parties. Regarding reciprocity, considering dyads between legislators, logrolling was strong in the regulatory strengthening proposals network and the expenditure burden proposals network. In terms of transitivity, considering the triads, it was found that the network of revenue burden proposals was less clustered than other networks. According to the relationship between nodes (legislators), first-term legislators may be relatively short of network resources. Still, they try to compensate for their inferiority by actively participating in cosponsorship. there is a statistically significant difference in centrality between political parties, and cosponsorship by legislators appeared for each party.
