본 연구에서는 재정자립도와 사회복지예산의 관계를 시･군･구 유형별로 비교분석을 실시하였다. 중앙정부의 정권변동이 지방정부의 재정자립도와 복지예산에 미치는 영향에 대해서도 함께 분석하였다. 분석 자료는 통계청의 e-지방지표에 포함되어 있는 시･군･구의 재정자립도와 복지예산 비율로서 본 연구에서는 2004년부터 2016년까지의 자료를 정권별로 통합하여 활용하였다. 분석 결과, 시･군･구 단위 지방정부의 재정자립도와 사회복지지출 비중의 관계는 한 마디로 단순화시켜 설명하기 어려웠지만 몇 가지 공통점을 발견할 수 있었다. 첫째, 도시형 지방정부로서 구 단위의 경우 재정자립도와 사회복지지출 비중은 부의 관계가 나타났으며, 이 현상은 노무현 정부에서 가장 뚜렷했다. 그러나 재정자립도가 일정 수준이 넘으면 두 변수의 관계가 부의 관계에서 정의 관계로 바뀌는 현상이 나타났다. 둘째, 시･군 단위 지방정부의 경우도 재정자립도가 일정수준 이하이면 두 변수는 정의 관계였다가 그 수준을 넘어서면 부의 관계로 전환되는 성향이 있었다. 예외가 있었다면 박근혜 정부의 시 단위 지방정부로서 두 변수의 관계는 정의 관계였다. 셋째, 재정자립도와 사회복지지출 비중의 관계를 파악하기 위한 분석 모형으로서 삼차함수 모형의 적합도가 가장 높았다. 삼차함수는 독립변수가 일정 수준을 벗어나면 정의 관계가 부의 관계로 바뀔 수 있고, 부의 관계가 정의 관계로 바뀔 수 있는 성향이 있음을 의미한다.
Abstract
This study explores the relationship between local governments’ financial autonomy and Social welfare expenditures in a comparative view between three types of local governments including Si, Gun, and Gu by using longitudinal data from 2004 through 2016 from e-local indicators in the Korean Statistical Information Services. Major analytic methods for this study were curve linear regression models. No consistent relationships were not exhibited between the two variables in the three types of local governments. For Gu, the relationship between the two variables was mostly negative until the rates of financial autonomy reached at 75~80 percent. For Si and Gun, the relationship was positive, but turned to negative when the rates of financial autonomy reached beyond 45~50 percent. Out of various curve linear regression model, the cubic model was the best fit one for the relationship between local governments’ financial autonomy and welfare expenditures.
