Abstract

This study is about factors of deliberative participation of referendum influencing on conflict mitigation within the region. The referendum is one of the decision-making methodologies which local residents decide their problem of the community, as an alternative to overcoming limitations such as the principal-agent problem of representative democracy. Another conflict has been caused by the referendum simultaneously, even though recently an interest in the referendum and cases of decision-making through the referendum have increased. The purpose of this study is to identify the effect of the referendum through deliberative participation on conflict mitigation within the region. The deliberative participation factors of the referendum were openness, fairness, equality, and reflexivity, and the conflict mitigation within the region was awareness of conflict management. This study found that which factors had influence on the conflict mitigation within the region via path analysis. As a result, this study figured out that only equality and reflexivity factors have a positive effect on the awareness of conflict management. The Equality can be regarded as the necessity of making the clear criteria for the referendum implementation criteria, and the reflexivity can be considered as institutional and educational aspects such as instruction and mutual discussion about the referendum. Considering these aspects, it is essential to guarantee the deliberative process for the referendum to make the positive role as the conflict management mechanism. The analysis found that out of the four factors, only equality and reflection factors have a significant influence on the recognition of conflict management in the direction of positive. Equality can be judged by the need for a clear standard of standards for the standard for conducting a referendum, and the reflexibility can be determined by systems such as education on the referendum, exchange of opinions and discussions. In order for the referendum to play a positive role as a conflict management mechanism, the review process should be guaranteed through consideration of these aspects.
