EU-미국 간 외교 안보 관계에 관한 많은 서구의 연구는 ‘의존(Dependency)’과 ‘자율성(Autonomy)’의 틀을 통해 양자 간 외교 안보 관계를 바라보았다. ‘미국 우선주의’정책을 펼친 트럼프 행정부 시절 EU는 미국에 대한 ‘의존’에서 탈피해 ‘자율성’을 추구하려는 경향을 강하게 보였다. 반면 ‘국제 연대 및 외교와 협상의 복원’을 바탕으로 외교 정책을 추진한 바이든 행정부 시절 EU는 미국과의 ‘협력(Cooperation)’을 추구하는 방향으로 나아갔다. 본 연구는 유럽에 대한 이러한 상이한 접근 방법을 취한 트럼프 행정부와 바이든 행정부 시절 EU의 외교 안보 정책을 서구의 분석 틀인 ‘의존과 자율성’이 아닌 ‘협력과 자율성’이라는 새로운 개념을 통해 살펴보고자 한다.
Abstract
Much of the academic literature on the foreign and security relationship between EU and the US has been framed through the concepts of ‘dependency and autonomy.’ This study aims to examine the EU's foreign and security policy toward the US during the Trump and Biden administrations through the two concepts of ‘cooperation and autonomy’ rather than dependency and autonomy. During the Trump administration, which pursued an ‘America First’ policy, the EU showed a strong tendency to break away from ‘dependency’ on the US and pursue ‘autonomy’ in the foreign and security policy. On the other hand, during the Biden administration, which declared ‘restoration of international solidarity’ and ‘restoration of diplomacy and negotiation’ and pursued foreign policy based on these declarations, the EU moved toward pursuing ‘cooperation’ with the US in the foreign and security policy. This study makes a great contribute to the literature on the relationship between EU and the US because there is no research in South Korea comparing the EU’s foreign and security policies toward these two US administrations.
