중국의 글로벌사우스 전략: 국제사회이론의 관점에서

초록

본 논문은 영국학파(English School)의 국제사회이론 관점에서 중국의 글로벌사우스 전략을 분석한다. 구체적으로 △동질성, △다원주의, △규범과 규칙의 형성 등 국제사회이론이 강조하는 세 가지 주요 개념을 바탕으로 한 분석을 시도하였고, 다음과 같은 특징을 발견할 수 있었다. 첫째, 중국은 글로벌사우스 국가들과의 역사․이데올로기․경제적 동질성을 바탕으로 한 유화적인 접근을 지속 중이다. 둘째, 중국이 지향하는 다극화와 다자주의는 국제사회이론의 다원주의와 유사한 맥락에서 이해할 수 있으며, 중국의 글로벌사우스 전략에도 세밀하게 녹아들어 있다. 셋째, 중국은 글로벌사우스 전략을 국제사회에 투사하는 과정에서 3대 글로벌 이니셔티브 등 새로운 규범과 규칙을 제창하고 있다. 정리해보면 중국의 글로벌사우스 전략은 미국과 서방이 주도하는 문명표준에 대한 중국의 도전이자, 글로벌사우스 국가들과의 연대 강화를 통해 하나의 국제사회를 구축하고자 하는 중국의 시도라고 해석할 수 있다. 미중 간 전략적 경쟁이 보편적 가치를 포함한 전 방위적 부문에서 확산되고 있는 상황에서, 향후 글로벌사우스의 ‘문명표준’경쟁을 둘러싼 강대국 간 갈등 역시 더욱 커질 것으로 전망된다. 중국이 제시한 이니셔티브에 대한 글로벌사우스의 수용 여부, 글로벌사우스를 둘러싼 중국과 인도의 경쟁 등 역시 주의 깊게 관찰할 필요가 있다.

Abstract

This paper analyzes China’s global South strategy from the perspective of the English School's international society theory. Specifically, an analysis was attempted based on three core concepts emphasized by international society theory, such as △homogeneity, △pluralism, and △ formation of norms and rules, and the following characteristics were found. First, China is continuing a conciliatory approach based on historical, ideological, and economic homogeneity with global South countries. Second, the multipolarization and multilateralism that China aims for can be understood in a similar context to the pluralism of international society theory, and are closely incorporated into China’s global South strategy. Third, China is advocating new norms and rules, including the three major global initiatives, in the process of projecting its global South strategy to the international society. In summary, China’s global South strategy can be interpreted as China’s challenge to standard of civilization led by the United States and the West, and China’s attempt to build an international society by strengthening solidarity with global South countries. With strategic competition between the U.S. and China spreading in all-directional sectors, including universal values, conflicts between powerful countries over the competition for standard of civilization in the global South are expected to increase in the future. It is also necessary to carefully observe whether Global South accepts the initiative proposed by China and competition between China and India over Global South.
