최근 들어 공무원 교육훈련에 민간의 교육프로그램이나 기법을 도입하거나 차용하는 사례를 쉽게 발견할 수 있다. 그런데 문제는 이러한 민간의 기법들이 공무원 교육훈련에 정말 필요하거나 교육성과를 높일 수 있다는 치밀한 조사와 분석을 통해 도입되는 것이 아니라는 것이다. 무엇보다 민간에서 많이 사용하고 있고, 혁신적이며 교육수단으로서 바람직하다는 인식이 확산됨에 따라, 대통령을 비롯한 상급기관의 혁신 혹은 동질화 압력에 대한 대안으로 사용되고 있는 것이다. 이것은 곧 제도의 변화 혹은 도입이 효율성을높이려는 합리적인 이유에서가 아니라 단순히 어느 제도를 모방함으로서 기능적 합리성을 확보할 수 있다고 여기기 때문이다. 이러한 측면은 새로운 민간 기법을 공무원 교육훈련의 상징물이나 신화(Myth)로 여기는 제도 선택 혹은 기법 도입의 정당성 논리와 같은 맥락에서설명할 수 있다. 이때 교육기관이 새로운 민간교육 훈련 수단이나 기법(work －out, action learning 등)의 효과성에 대한 동조(conformity) 혹은 기대하는 바를 신화(Myth)라 할 수 있다. 이것은 곧 공무원 교육훈련기관에 대한 평가가교육프로그램 및 컨텐츠나 교육 효과에 의하기보다는 최신 민간 교육훈련기법의 도입 여부에 따라 평가된다는 의식을 반영하고 있다. 결과적으로, 민간의 교육훈련 수단이나 기법을 도입함으로서 교육훈련 기관이 자원이나 안정을 쉽게 얻을 수 있으며, 생존 전망을 높일 수 있는 신화로서 기능을 하는 동시에 조직의 정당성과 효율성을 높일 수 있기 때문이다.
Abstract
The institution of training for the public officials have been introduced a new technique and program of the enterprise in the training. By the way, the reason why the introduction of those techniques is that make sure of a symbolic justification in organization. In other words, the newest techniques in the enterprise training have been introduced without the process of a severe analysis about the temporal congruence of the newest things in the governmental department or the public officials. This present situation can be expound by an Isomorphism Theory. Because those things have the frequent use in the enterprise training, and generalize a recognition of the innovation tools. Above all things, that make the best use of alternatives to the institutional and political drive. After all, a change of institution is only so much an imitation of other institution. From this point of view, a change or introduction of the institution explain with the myth and ceremony.
