Abstract
This paper examines the powers of the presidents of Iliescu, Constantinescu, and Bussescu after the enactment of the 1991 Constitution and examines the conflict between the Presidents and prime ministers, the Presidents and the parliament. All three presidents acted under the authority of the Presidential powers, clearly defined by the 1991 Constitution and the 2003 Constitution. However, the Presidents played more active roles beyond formal authority, using informal methods, depending on the political situation and the personality of his own. This paper insists that this has led to ongoing political conflicts, which have led to the instability of the Romanian political system and negatively effected on the development of democracy.
