호주제폐지 정책변동에 관한 연구: Mucciaroni의 모형을 중심으로

본 연구는 주제폐지의 정책과정을 Gary Mucciaroni(1995)의 이익집단위상 변동모형을 토대로 분석하였다. 그 결과 이슈맥락의 측면에서 정책패러다임이 가족제도의 변화, 여성의 사회경제적 지위향상 등으로 가족법이 변화할 필요성을 제기하고 있었고, 여성단체와 시민단체들은 양성평등운동의 맥락에서 호주제를 사회적 이슈화하는 데 성공하였다. 제도적 맥락에서 대통령의 공약사항이 국정과제로 선정되었고, 범정부적 노력이 여성부를 중심으로 이루어졌고, 국회에서는 여성의원들의 역할이 컸다. 이러한 과정에서 여성단체들은 사회적 이슈화의 선봉으로 그 영향력이 확대되었다. 즉 정책패러다임의 변화와 사회적 이슈의 확대 속에서 정권교체를 통한 지배집단의 변화는 제도적 맥락으로 결합하면서 여성집단의 위상을 강화시켰고, 호주제 폐지라는 정책변동이 이루어졌다.
Abstract
This study analyzed the policy process of abolition of the family registration system based on Gary Mucciaroni(1995) model. As the result, while policy paradigm was suggesting the necessary that the Family Law needs to change in terms of the issue context due to changes in family structure and the improvement of the socio-economic status of women, both women’s organization and civic groups succeeded in making the family head-ship system as a social issues in terms of the gender equality movement. In terms of the institutional context, the commitments of the president was selected as national issues, the para-governmental effort was carried out based on the Ministry of Gender Equality, and Women in Congress played a large role in the National Assembly. In such process, women’s organization was expanded the influence by leading to make a social issue; In changes of policy paradigm and expansion of social issues, changes in the dominant group through regime change strengthened the status of women’s organization by combining with the institutional context, and then leading to change the policy such as abolition of hojuje.
