국가중심 관리체계의 위상 및 역할의 한계성에 대한 논의가 대두되면서 거버넌스 개념은 정부중심의 통치양식에서 벗어나 그 적용영역을 확장해 오고 있다. 거버넌스는 정부중심의 공적조직과 사적조직의 경계가 무너지면서 나타난 새로운 상호협력적인 조정양식을 의미한다. 다양한 행위자들간의 새로운 협력 형태를 통한 ‘파트너쉽(partnership)’을 강조하는 것이 특징이다. 최근 민관협력의 여러 유형은 정부의 거버넌스 논리에 의해 설명될 수 있으며, 호주제 폐지는 관련 시민단체ㆍ정부 간 거버넌스의 대표적 사례로 평가되고 있다. 본 연구에서는 호주제 폐지를 둘러싼 거버넌스 구조는 어떠했는지 그러한 구조에 영향을 미친 국내ㆍ외적 환경은 무엇이었는지 문제제기를 통해 호주제 폐지를 둘러싼 거버넌스 구조를 형성한 행위자들간의 상호작용의 양태, 영향력 관계에 관한 분석을 시도한다. 특히 영향력의 강도를 중심으로는 호주제 폐지를 둘러싼 여성정책을 거버넌스 관점에서 적용하였다.
Abstract
While argumentation on the limitation of status and role of state-centric management system becomes a major issue, concept of governance expands its area of application, diversifying away from government-centric mode of governance. Governance means a new type of cooperational control when boundaries between government-centric public organization and private organization were collapsed. Its main characteristic is emphasis on partnership through a new type of cooperation among various actors. Recent types of private-public cooperation can be explained by the governance logic of government, and the abolition of family headship system is evaluated as a typical example of governance between civic organizations and government. This study aims at raising problems on what structures of governance with the abolition of family headship system was and how the domestic and foreign environment influenced on the governance. The study also tries to analyze aspects of interaction and influence among actors of governance structure with the abolition of family headship system. And the study especially tries to apply women’s policy with the abolition of family headship system to the governance view.
