초점 사건과 정책 결정 과정의 변화: 한국 여성 정책을 중심으로

최근 다양한 연구들이 대중을 관심을 불러일으켜 정책 변화를 촉진하는 초점 사건(focusing event)의 중요성을 강조하고 있다. 이들 연구들은 갑작스럽거나 눈에 띄는 사건 사고가 발생하여 대중들이 해당 사건을 인식할 경우, 정치 행위자들이 정책 과정에 적극적으로 참여하여 정책 변화가 신속하게 이루어진다고 주장하였다. 하지만 초점 사건의 영향력은 다양한 요인, 특히 초점 사건과 관련된정책 신념에 의해 달라질 수 있다. 초점 사건이 경험적 정책 핵심 신념과 관련되어 있다면 기존 연구들의 주장대로 정책 과정이 촉진될 수 있지만, 규범적 정책핵심 신념과 관련되어 있다면 초점 사건으로 인해 오히려 정책 변화가 지체될 가능성이 높다. 이 글에서는 옹호 연합 모형(advocacy coalition framework)을 이론적 틀로 하여 우리나라에서의 여성 문제와 관련된 각종 초점 사건들이 정책 변동에 어떠한 영향을 미쳤는지를 살펴보았다.
Abstract
Recent studies have emphasized the importance of focusing events in promoting policy changes. They have argued that salient events, accidents, and disasters allowed the mass public to notice policy problems, thereby pressing elected officials to make prompt policymaking. However, the effect of focusing events might vary depending on the policy core beliefs of advocacy coalitions. When a salient event occurs, if the focusing event is related with empirical policy core belief, significant policy changes would follow, as many studies have already argued. In contrast, if the focusing events are related with normative policy core belief, policy gridlock might result. This study examines this issue with the case studies about the gender issues of South Korea.
