EU 신지도부의 출범과 유럽통합: EU-동아시아 관계를 중심으로

New EU Leadership and the Future of European Integration: Implications to EU-East Asia Relations

초록

2019년 유럽의회 선거결과는 전통적인 중도우파와 좌파 정당들의 지지세 감소 그리고 극우 및 포퓰리즘 정당들의 득세 및 투표참가율의 증가 등으로 요약될 수 있다. 이후 지난한 과정을 거치면서 새로운 유럽연합의 지도부가 출범하였는데, 5년 전에 비해 스피첸칸디닷 제도를 활용하지 못하여 우려가 표명되기도 하였다. 이 연구는 새로운 지도부의 주요 정책을 살펴보면서 통합의 미래를 전망하고 이어서 동아시아와의 관계를 분석하려는 목적으로 시도되었다. 연구를 통해 새로운 지도부가 미중간 전략경쟁 갈등 양상의 확대, 코비드19 사태로 인한 전대미문의 상황전개 그리고 보호무역의 추세가 증가하고 다자주의 질서가 위협받고 있다는 현실에 대한 유럽의 대응을 대내외 정책을 통해 알아보았다. 지난 십년간 실존적 위기의 중첩적 상황 그리고 회원국 간의 차별적인 이해관계로 인한 유대감의 감소 등으로 어려움을 겪고 있지만, 동시에 유럽차원의 노력이 없이는 이상과 같은 파고를 넘을 수 없다는 인식을 또한 가지고 있다는 결론을 얻을 수 있었다. 이러한 내용은 중국을 중심으로 동아시아 국가들과의 관계를 더욱 강화하리라는 전망이 가능하게하며 의료산업과 같은 전략적 분야는 수입대체산업화를 도모하겠으나, 유럽이 강조하는 다자주의와 규칙에 기반한 자유로운 경제질서는 더욱 강화할 것으로 보았다. 결론에서는 그 과정에서 한중일 삼국과의 양자관계 및 지역간주의 차원에서 보다 심화된 연구가 필요함을 강조하였다.

Abstract

Results of the 2019 European Parliament Election tells us that there have been weakening of the traditional parties such as EPP and PES, while increase of the populist and extreme rightist parties, together with high percentage of turnout with over 50. In the course of the negotiation process, European leaders could finally determine the names of the main posts of the European institutions. Nevertheless, spitzenkandidat system could not be applied this time due to several reasons. This study intends to figure out main lines of the policy by new EU leadership and its relations with East Asia. Throughout the research, worsening of US-China rivalry, deterioration of COVID19 at Europe, increase of protectionism and finally threatening the multilateralism are witnessed. Though Europe is passing a hard time, without cooperation among member states, no single policy can be implemented with success.
